KILSBY PARISH COUNCIL Minutes of the meeting of the Planning Committee held on Tuesday 18th August 2009 in Kilsby Village Hall commencing at 7.30pm Present: Councillors Cahill, Clerk, Dunn, Lathan, Penman, No members of the public.

1. Declarations of Interest – Cllr M Cahill declared that he has worked for Your Energy but is not a shareholder, member of staff or currently working for them.
2. Apologies for absence were accepted from :- Councillor Eddie Taken 3. Applications for consideration DA/2009/0350 Construction of a Windfarm comprising 8 wind turbines up to 125m high, a anemometry mast (80m high), access tracks including access off public highways, control building, crane hardstandings, cable trenches (for a period of 25 years.) Land adjacent Glebe Farm, Hillmorton Lane, Yelvertoft (Access off Rugby Road, Crick), Northamptonshire. Concerns were voiced that there seems to be no coherent policy on construction of Windfarms within the region, and the siting of potential windfarms is being driven by commercial businesses without any overall planning policy. KPC agreed to reinforce concerns over road safety and visual distraction likely to be caused by the proposed application. ? DA/2009/0579 Single Storey rear extension, 3 Llamas Farm Court, Kilsby. KPC has no observations to make in relation to this application. West Northamptonshire Joint Core Strategy – Emergent Joint Core Strategy Consultation 31 July 2009 – 11 September 2009. This document looks at general planning policy and planning infrastructure. The document was circulated around the Councillors and will be included on the Agenda of the September meeting. Cllr Lathan pointed out that DDC are very keen to see further expansion of DIRFT. The Clerk asked Councillors to consider the proposed criteria for development in rural areas based on whether they have a village school or not.
