MINUTES OF MEETING

Held on TUESDAY 13th December 2011 at 7.45pm in Kilsby Village Hall.

PRESENT: Councillors R Dunn (Chair), M Cahill, W Clark, A Cole, M Longmore, C Mills, E Taken. Clerk – Catherine Camp. 3 parishioners. Councillors M Brown, P Martin, D Hill, C Smedley arrived at 20.15pm having attended the Parish and Town Councils meeting on behalf of the parish council.

3 PUBLIC PARTICIPATION Parish council meeting closed
3.1 Parishioners issues i)Councillors were asked to reconsider the budget at an increase of 12% was felt to be too high.

ii) Fingerposts on footpaths have been replaced.

Nortoft Farm gate is still blocked.

iii)A suggestion was made that burial fees could be increased to help fund the cemetery extension.

iv) Concern was expressed over the costs of lighting in the village. It was explained that by 2015 Mercury lamps will be obsolete and new lamp heads will be required at a cost of £250 each. 26 lamps need changing.

v) Concern voiced over cost of policing. It was pointed out that when asked, the majority of people in the parish were in favour of paying for additional PCSO presence.

It was brought to the attention of the Council that eggs were thrown at a house on Main Street during Halloween.

vi) Money for Youth provision was felt to be generous. It was explained that this has been provided by NCC as a grant to the parish.

vii) Mobile phone mast has been added to, and now reflects sunlight. This is contrary to the planning consent.

viii) A question was asked about what the power of well being is. This was explained.

ix) Questions were asked about traffic calming. Any costs will be met from s106 funding provided by DIRFT 2. It was pointed out that the crossing on Main Road has slowed the traffic.

3.4 Police Report A Police Report was read.

Cllr M Brown reported that the Police Inspector stated that there has been a significant decrease in crime in this area and a quantifiable improvement in crime resolution.

5.1 Councillor Surgery Next surgery to be held on January 14th 2012.

5.2 Report on NALC AGM A report was circulated to all Councillors.

M Brown has been appointed Service Champion for Training & encouraged Cllrs to attend training.

M Brown and D Hill to attend “Off to a Flying Start on 1st Feb. Training provided by NCALC.

5.3 VAS reprogramming It is not possible to re-programme the signs. New signs would need to be purchased. It was agreed not to proceed with this.
6 YOUTH MATTERS
6.1 Use of School as a Venue The School insurance company is happy to allow an additional key-holder. The Head would like to meet the Youth Worker, and is happy in principle to use the school on a trial basis as a venue.

A meeting arranged for 3pm Fri 6th January.

7.14 National Planning Policy

Localism Act and Neighbourhood Planning

Cllr Smedley reported that the details of the Localism Act have still to be finalised and we need to wait for the details to emerge.
7.15 Consultation on the draft Neighbourhood Planning regulations (to be

known as the "Neighbourhood Planning (England) Regulations 2012"). The

regulations set out how Neighbourhood Areas are defined, how Neighbourhood

Development Orders (NDOs) are processed and how parish councils can opt to

determine planning applications arising from NDOs. Comments by 12 Jan 2012

7.16 Changes to DDC Planning procedure. Paper plans are no longer going to be sent out to parishes unless they pay. Consultation on notification of neighbours about applications. KPC want neighbours notified.

9.1 Extension Letter received from Mr Lee. The contract with the grazier ends 31/12/11. He will continue to graze the land until it is fenced.

10 HIGHWAYS
10.1 DIRFT Liaison Forum Report on Meeting MB/RD/DH was given.

10.2 Nortoft Lane Parapet ML reported that spraying with a salt solution will dull galvanised steel. Paint will peel off.

10.5 Pytchley Court VAS The final house to be sold has with-held money in an attempt to get the pavement finished allegedly.

10.9 Mowing A5 to 30mph The cost of mowing A5 to 30mph signs will be £50 per cut plus £120 one off clearance cost. AOne+ to be asked for a contribution towards this. CS agreed to meet an AOne representative if necessary.

11.3 BUDGET and PRECEPT To agreed Budget and set the Precept Attached.
Draft budget figures were discussed. Cllr C Taken advised that Policing costs and the Cemetery extension costs could be revisited as PCSO costs will remain fixed at £6238 until Dec 2012.

An independent valuation of additional land for the Cemetery extension was carried out by the District Valuer. Current usage can be extrapolated for addition cemetery land to be required within 5 years. It was agreed that since Mr Lee is prepared to sell land, KPC should proceed.

The draft budget was revised to give a budget of £50345, precept of £37570 representing a year on year increase of 2.85%. It was resolved to precept the sum of £37570 upon Daventry District Council to cover expenditure for year 2012/13.

12 RIGHTS OF WAY
12.1 Nortoft Farm Gate Still blocked but being dealt with by NCC. No further problems were reported on Rights of Way.
13 VILLAGE HALL No meeting held therefore no report.
13.1 The next meeting has been postponed to allow the Charity Commission to go through the Charter. The AGM will be held in Feb. and the accounts are with the Auditors.

The constitution will be discussed and updated at a special meeting.

14.1 Partnership funding is being withdrawn by NCC and all PCSOs need to reapply for their jobs.

Crick and Kilsby will be notified of increases to PCSO costs.

Speedwatch equipment will be available through the Rural South Police Team.

The Police are going to be based from the Half Way House as a temporary measure.

15 STREET LIGHTING
15.1 Lights in Spring Close ML proposed that this area is very well lit, and 2 lights at entrance to Spring Close could be turned off. Councillors were asked to look at the area.

16 GOVERNORS REPORT
16.1 Youth Club Usage Meeting to be held with the head - Fri 6th Jan 3pm. RD/AC
17 MEETING TIME It was proposed that future meetings start at 7.30pm, seconded and Agreed.
