MINUTES OF MEETING

Held on TUESDAY 8th November 2011 at 7.45pm in Kilsby Village Hall.

PRESENT: Councillors R Dunn (Chair), M Brown, M Cahill, W Clark, A Cole, M Longmore, D Hill,

E Taken, P Martin. Clerk – Catherine Camp. District Councillor C Lomax, County Councillor R Brown, and 4 parishioners.

2 DECLARATIONS OF INTEREST
2.1 Personal None
2.2 Personal & Prejudicial P Martin declared that his son tendered for s106 works to the Recreation ground entrance.
3 PUBLIC PARTICIPATION Parish council meeting closed
3.1 Parishioners issues 1.Concerns were raised about planning application DA/2011/0814, 10 Essen Lane by a parishioners. No site notice was posted.

2.It was brought to the attention of KPC that Barby Sporting Club seem to have changed the direction of shooting. Clarification of the situation at BSC and intentions of DDC was requested. The Chairman read the summary report from P Knight DDC.

3.2 County Councillor Report i)Councillor Brown reported that he is cabinet minister for Health and Social Services. He is involved in changing the way Dementia Care is provided. He asked that Kilsby look at ways to help the elderly.

ii)He encouraged the parish to put a bid in for grant funding from the Big Society bid, since funding available for youth provision will be limited.

iii) The County Council budget will be held with no increase but this has been very difficult to achieve and a further 700 people will be made redundant. NCC has the lowest Council tax of any Council in the Country.

iv) Highways and potholes appear to be more successful with fewer complaints received.

v) the Boundary Commission has recommended a reduction of County Councillors from 73 to 56. There will be one member for each area, but each Councillor will deal with more electors.

vi) Bus subsidy has been removed.

Questions were asked as to why Mobile Library van cannot make 2 stops in village

3.3 District Councillor C Lomax i)Icelandic Banks are to pay back at least 95% of lost funds following successful court case.

ii)DDC won court case against DDH. £2.5M will go to NCC pension fund for transferred staff pensions. What about legal fees??

iii) Cross party lobbying against changes to DD Councillor boundaries is taking place.

iv) Good bus services are being acknowledged as a lifeline for communities. Central government is providing £10.5M but not in rural areas.
3.4 Police Report Bonfire night provided no problems in Kilsby.

Cyclists are still leaving DIRFT with no lights or Hi Vis Jackets. PCSOs have given out 8 Hi Vis jackets.

Boy racers have returned to DIRFT. PCSOs have dealt with this matter.

Ticket issued for driving without a licence.

Police surgery 10-11am on 12th Nov.

4 YOUTH REPORT
It was reported that over 60 Hrs of Youth work has been provided despite not having a venue. There are 43 members, 35 male and 8 female and 72 outcomes have been recorded. School venue to be ratified at the next Governors meeting on 14Nov. It is planned to hold Thurs and Friday Youth Club in the School and a Saturday morning football session.

A grant of £500 from DDC has allowed a youth club to start in Barby on Wednesdays.

Big Society Grant was discussed. It was suggested a video be made. Cllr A Cole agreed to help secure the bid which must be submitted by 9 Dec. Renewal of the current grant needs to be made in early January.

Half Term Activities held in Barby attracted 18 young people with over 50% from Kilsby. Will Lamb, Poppy Dawes and David Margets shared their views and answered questions.

A request was made for a Football net for Kilsby. Cllr Dunn to investigate.

The youngsters would like to be able to have the Youth Club in the School asap.

5.1 Minutes of 11th October 2011 The minutes were signed as a correct record. Approved
6 MATTERS ARISING For information only.
6.1 Councillor Surgery Cllrs Taken attended on Sat 22 Oct 10-11am but no parishioners came. Apologies from W Clark.

Next surgery to be held on January 14th 2012.

6.2 Report on NALC AGM Councillors Phil Martin and Marie Brown have both been elected to serve on the NALC board for 2011/12 and will attended the AGM. Report to be given following induction on 17 Nov. National

7.1 Use of School as a Venue Cllr Phil Martin has agreed to be a key holder to allow the school to be used for Youth Club.

The venue to be ratified by Governors on 14/11.

Other Planning Matters
8.14 National Planning Policy and

Neighbourhood Planning.

  • The aim of the policy is to allow all planning that boosts the economic growth of the area.
As part of the Localism bill, communities need to formulate a Neighbourhood plan as a guide to planning. DDC are not prepared to support any parishes in the fore-runner scheme which would attract £20K from Central Government. They are expecting to be able to charge for help with Neighbour plans when they become law.
8.15 Barby Sporting Club DDC state that since abatement there has been significant reduction in noise and will make occasional visits to check noise levels but will not take legal action.

A full report to be forwarded to all Councillors.

8.16 DDH Housing Needs Survey This will be delivered with next K Kronickle Noted
8.17 Cemetery off Ashlawn Road This has been delayed until a survey of Great Crested newts can be carried out in the spring.

10 CEMETERY
10.1 Cemetery Extension Letter from Mr Lee confirming the go ahead was read. It was resolved to apply for change of use.
11 HIGHWAYS
11.1 Chapel St Pavement

Councillor M Brown reported that NCC will carry out a site visit to assess these areas.
11.2 Nortoft Lane The road is now open, but the bridge is very shiny metal. A site visit to be requested by NCC Mr Paul Whitehouse.

12.3 BUDGET & PRECEPT The Draft Budget and Precept was discussed and the proposed increase of 12.3% was agreed to be necessary to fund the necessary Cemetery Extension.

The budget to be ratified in December to allow any parishioner to challenge the proposals. Note in KK

13.1 EW6 Stiles EW8 Obstruction Letter received from NCC ROW Officer. Stiles repaired and action taken over obstruction.

15 STREET LIGHTING ML
15.1 Light on Mews Cottage This light has been removed at a cost of £78.25
15.2 PL 31 at Zebra Crossing It was agreed to turn this light off.
15.3 PL at Spring Close ML to check if this can be turned off.
15.4 PL end of Postle Close This light is out. ML to report to E.On for repair ML
15.5 Barby Road/Ashby Road This is now a dark spot. It was resolved to wait to see if a crossing is installed before paying for an

extra street light.

16.1 Change of Governor Cllr A Cole agreed to become a Governor in place of Phil Martin who stepped down from the role since he is now Vice Chair of KPC
