MINUTES OF MEETING

Held on TUESDAY 11th October 2011 at 7.45pm in Kilsby Village Hall.

PRESENT: Councillors P Martin (Chair), M Brown, W Clark, A Cole, C Smedley, E Taken.

Councillor C Mills arrived at 20.05, M Longmore arrived at 20.25

Clerk – Catherine Camp. District Councillors C Lomax, PCSO Lorraine Humfress and 2 parishioners.

2.1 Co-option of Councillor David Hill is willing to be co-opted Co-opted
2.2 Acceptance of Office David Hill signed the Acceptance of Office and agreed to abide by the Code of Conduct .

He then took part in the meeting.

4.2 County Councillor Report No report received.
4.3 District Councillor C Lomax 1.Congratulations to Cllrs P Martin and M Brown for being elected to NALC County Committee.

2. Cllr Lomax was asked to support KPC and challenge DDC stance that they will not support parishes wishing to produce Neighbourhood Plans.

KPC had asked to be part of the Vanguard scheme on 7th February and R Wood of DDC said no.

3. Cllr C Lomax explained the Electoral Ward proposals suggested by the Boundary Commission. DDC are opposed to them.

4. Daventry has been granted a post 16 yrs University Technical College. Danetre and William Parker Schools have just started 6th Forms. The technical college will be for trade training.

Questions were asked about the GCSE results at William Parker.

4.4 Police PCSO Humfress said there have been a couple of crimes. Victims have been supported.

Metal theft is currently a problem, as is theft of lead from churches. Please phone any suspicious incidents in.

Halloween is coming up. All officers will be working late shifts. She encouraged families to go out with their children as this aids self- policing.

A question was asked about the dedicated tel. No. for NHW. PCSO Humfress to check this.

5.1 Minutes of 13th September 2011 The minutes were signed as a correct record. Approved
6 MATTERS ARISING For information only.
6.1 Councillor Surgery Cllrs Taken and Clark to attend Sat 22 Oct 10-11am

It was agreed to move to Qtrly surgerys. Next to be held on January 14th 2012.

6.4 NALC Conference and AGM Councillors Phil Martin and Marie Brown have both been elected to serve on the NALC board for 2011/12 and will attend the AGM on 22 OCT

7 YOUTH MATTERS
7.1 Football kit sponsorship To be discussed at the next meeting AGENDA
7.2 Use of School as a Venue Cllr Phil Martin has agreed to be a key holder to allow the school to be used for Youth Club.

7.3 Request for games/equipment It was noted that there has been one offer of board games from David George.
7.4 Multi Skills Half Term Course This will take place in Barby and incorporate Barby youngsters to ensure sufficient numbers of youths.
7.5 Youth Shelter An update was requested. Cllr Martin reported that £8-9K was required for a youth shelter but instead a grant has been secured to run a Youth Club. Once the youth club is established representatives will be asked for their views on the need for a shelter.

8.2 DA/2011/0742 Construction of 2 Wind Turbines Between Watling Street and M1, Kilsby. KPC resolved that if DDC was minded to pass the application then Kilsby would like a some s106 funding to help mitigate the affects on the local area

ET reported that subsonic cartidges can be used in competition and are quieter but costly.

8.19 Rugby Borough Council Supplementary Planning Document –CS said that KPC did not need to respond as we cannot influence their policy document.
8.20 Nat Planning Policy Framework DDC response – view via web link was discussed.

DDC will not support parishes. This needs to be brought to attention of District Councillor

10.1 Any new matters Request for ceramic picture on gravestone. Since this would not affect maintenance there was no problem. Noted.
10.2 Cemetery Extension Confirmation letter has been sent to Mr Lee stating KPC wish to proceed with purchase.

Any loan needs permission via NALC

Planning permission to be sought when a reply is received from Mr Lee confirming the go ahead.

11 HIGHWAYS
11.1 Nortoft Lane The road is now open, but the bridge is very shiny metal. All Councillors to be asked to look at it.

Cty Cllr has asked KPC to contact Paul Whitehouse.

11.2 DIRFT Expansion / HGV traffic MB reported that a meeting had been held with Pro Logis on Tues 20th Sept. Proposed traffic calming for Kilsby and better HGV signage was discussed.

Noise issues associated with DIRFT are being monitored by Pro Logis and DDC.

14 VILLAGE HALL No meeting held therefore no report.
15 STREET LIGHTING ML
15.1 Light on Mews Cottage It was agreed to remove this light at a cost of £78.25 and not replace it. It was agreed to wait until we hear if it is possible to fund lights with s106 money. Agreed
15.2 PL 31 at Zebra Crossing It was agreed to turn this light off. The cost to be brought to the next meeting.
15.3 Security Light Devon Ox Road This is responsibility of DDH and has been fixed.
16 GOVERNORS REPORT
16.1 Insurance for Youth Worker Concerns had been raised, but they are insured.
