KILSBY PARISH COUNCIL
Minutes of the Meeting of the Council held on Tuesday 14th December 2010 in Kilsby Village Hall commencing at 7.45pm
Present: Councillors R Chamberlain, W Clark, A Cole, R Dunn, M Longmore, V Penman, Charles Smedley, E Taken. District Councillors B Lomax, PCSO L Humfress. Clerk –Catherine Camp.
Apologies. were received and accepted from Councillor C Mills, Phil Martin, M Cahill and District Councillor C Lomax.
1. Declarations of Interest – a) Personal. b) Personal and Prejudicial
a) District Councillor B Lomax declared an interest in new planning applications as he is a member of Daventry District Planning Committee.
2. Minutes of the Meeting of 9th November 2010 were approved and signed as a correct record, with an alteration to 3a to read “Kilsby Pre-School”.
3. Policing
The meeting was closed to allow PCSO Humfress to give a report.
PCSO Humfress explained the latest crime report.
She was asked about pavement parking – these are often business vehicles, however legally they can park on the pavement so long as they don’t obstruct it. Towing a vehicle away is only done in cases of dangerous obstruction.
She reported that the Race track at DIRFT has ceased.
The Clerk reported that 2 petrol hedge-strimmers had been found in Barby Play Area. The police have been made aware. PCSO Humfress said that any goods collected are checked against recent theft losses.
Cllr Cole made the PCSO aware that drugs are being offered for sale in the “Red Lion” pub.
PCSO Humfress left the meeting at 20.00 and the meeting was reconvened following public participation..
4. . Matter Arising from minutes (f.i.o).
a) Councillor Longmore reported that Lindsay Robinson of the Probation Service organised the Community Payback scheme. Cllr Longmore has visited Crick to see how they use the scheme. Butts Lane could be cleared in the spring, and it would probably by possible to use Cricks tools, but access to the village hall would be required for toilets. b) It was agreed to hold Parish Council surgeries quarterly in conjunction with the District Councillors and the Police. The Clerk to inform all parties and invite the County Councillor. Clk
c) Broadband – Cllr Chamberlain explained that Rutland Telecom had about 300 live inquiries so in order to separate those who are really interested they charge £500 + vat to carry out a proper survey, which takes 4-6 weeks to produce. Installation charges vary depending whether Rutland Telecom put their own equipment from the exchange to homes, or from cabinets within the village and it is not always possible for people to keep their phone numbers. They can achieve speeds of 8-20MB with a minimum of 100 connections.
It was resoled to put the issue on the Parish Plan refresh to find if there is sufficient people prepared to pay for a better broadband service in the village to warrant spending £500 on a survey. This to be discussed again following the Parish Plan Meeting . Agenda – Feb.
d) Speedwatch – Cllr R Dunn agreed to liaise with PC John McQuaid of the Casualty Reduction team.
e) An updated mowing map is awaited from S Hartwell. Once this is received the Clerk was asked to produce Grass Mowing tender documents. Mowing contracts to be checked by R Dunn prior to posting them out. R Dunn/Clk
5. Planning
1. NEW APPLICATIONS
a) DA/2010/0980 and 0981 Holly Tree House, 10 North Street. Conversion of barn to dwelling.
KPC had no objections as the entrance in and out will remain as is. This was felt to be an important building within the village and anything that helps maintain and preserve it was felt to be of benefit.
b) Pre-Application Submission. Proposed expansion of Lorry Parking at Nightowl Truck-stop, A5.
It was agreed that any plan to reduce parking in lay-bys was positive. Councillor Dunn said that the plan was discussed at the Junction 18 meeting and concerns were raised over visibility coming out of the Lilborne Junction.

a) DA/2010/0912 Renewal of planning permission DA/2008/0368 for detached dwelling and garage. Land to Tear of the Limes, Main Road, Kilsby.
3. Decisions Awaited:
a) DA/2010/0939 2 Devon Ox Road, Kilsby. Two storey side extension, single storey front and rear extensions and detached garage. The Planning Committee felt that this extension was over-large for the style of house, but could see no reason to object to the application.
b)Planning Appeal APP/Y2810/A/10/2120332/NWF Yelvertoft Windfarm Land adjacent Glebe Farm, Hillmorton Lane, Yelvertoft. Planning Appeal decision awaited.
c) DA/2010/0400 Windfarm to the NW of Winwick. Environmental Impact Assessment received.
4. Other Planning Matters
a) Letter of complaint re gun club from Tom Clay had been received. Parishioners to be encouraged to write to DDC Environmental Health Department.
Response from BSC re Subsonic cartridges – these are used on corporate shoots.
b) DDC will carry out a rolling programme of surveys to access Housing need. It was agreed that they would be invited to come and discuss the process at a regular Parish Council meeting.
c) Letter from DDC Building Control regarding Pytchley Court. They cannot take any action. It was reported that the remaining houses are now in the hands or Receivers.

Item 9 – It was resoled that Kilsby PC should write a letter in support of a visitors centre at Naseby.
Item 16 – A letter has been sent to the owners of the dead Siler birch tree. This was read.
Item 15 – details to be included in Kilsby Kronickle.
Item 16 – The lease has been signed and exchanged so that building works can go ahead on Kilsby Pre-School building.
Item 19 – It was agreed to invite the youth worker to address Councillors at the next meeting.
7. Highways
i) Cllr Dunn reported that he is pursuing Grit Bins promised in 2008 which have still not been installed.

iii) A5 Roundabout Sponsorship – Cllr Chamberlain has agreed to meet with Lasalign to obtain a proposed sign layout and size so that planning permission can be obtained. An agreement to be drawn up between Lasalign and the Parish Council to ensure that if they cease sponsorship then signs are removed.
iv) s106 Works Update. Councillor Chamberlain has met with MGWSP and he is awaiting a costed schedule of works for approval by the Parish Council. Works are planned to start at the end of January.
v) Grass Cutting tenders to be drawn up and approved by Councillor Dunn before being sent out. An up to date mowing plan to be obtained from Steve Hartwell. RD/Clk
vi) There are visibility problems for traffic turning out of Malt Mill Close. Cllr Dunn to persue. RD

Councillor Smedley reported that an application for a grant of £500 has been submitted. There is a tight timescale as all grant money needs to be spent by March.
The working party has met, and reviewed the previous parish plan and Mr David George has produced a leaflet detailing what has been achieved, what is awaited, and what could not be done. It is proposed to deliver the leaflet to all households and invite them to an Open Forum on 15th January in the village hall to get some feedback, and ideas for future improvements.
An update on the works to be carried out using s106 money was requested. Cllr Chamberlain reported that he is due an update from Stuart Hoskins of MGWSP who will provide a final list of all the works which will be done.
The Parish Plan leaflet to be circulated to all Councillors, and improved Broadband to be included as a future action point. Printing of the leaflet to be arranged as soon as possible. D George/ Clk
The leaflet will be delivered by 5th January by Councillors. Clerk to produce a distribution list for delivery of leaflets. A notice of the Parish Plan Forum meeting to be displayed in the notice board. Clerk
b) Plan showing Parish Council ownership of assets has been progressed.

c) Financial position of the Council at 30th November` 2010 -Reserve Account £31024.99, Current Account £50 less unpresented cheque £210.82 = £30864.17
d) The budget was agreed as £40652, with expected income of £3125 and £1000 from the reserves to be transferred to Cemetery Extension fund. It was RESOLVED that the Council do precept upon Daventry District Council in the sum of £36527, to be paid in two instalments in April and September 2010 representing an increase in precept of 4.2%. For a band “D” property this means that the cost of running the parish is £76 per year or £1.46 per week.
e) It was agreed to employ Steve Hartwell to trim ivy growing on Church Walk. A letter to be sent to Mrs Chappell explaining what will be done, and absolving the Council of liability. Clerk
f) Trees to be purchased for planting in Church Walk once the weather allows.
10. Cemetery
a) Extension to the Cemetery. –Mr Lee agrees in principle to the parish purchasing a piece of land to extend the cemetery, but prefers to sell land further up the hill behind the current cemetery. The valuation Officer to be asked to give an assessment of the worth of the land. Cllr Smedley agreed to draft a letter to be sent to the District valuation Officer. CS / Clerk.
11. Lights
a) It was reported that the tree in Hall Close has been trimmed and is no longer obscuring the street light.
b) Cllr Penman to investigate alternative suppliers of Street Lighting. For February Agenda vP
c) Mercury bulb street lights need to be replaced by 2015. E.ON state that Kilsby has 29 such lights which will need to be replaced at a cost of £250 each. Cllr Penman to arrange a meeting with Mr Doug Millard of E.ON to ascertain which lights need to be changed. The cost of LED lights to be investigated.
Councillor Penman left the meeting at 21.10.
12. Rights of Way
a) It has been reported that EW8 through Nortoft Farm has been obstructed with locked gates. The ROW Officer and Carter Jonas the Land Managers have been informed and brought this to the attention of the tenant.

APPENDIX Public Participation Tuesday 14th December 2010
1. Report from District Councillor Brian Lomax.
a) Councillor Lomax commented on pupil premiums from April 2011. Each school will get £430 per child for each child on free school meals. By 2015 £2.5B nationally will be spent. This is on top of allocated money for school children and is to be given to Head teachers to spend as they think fit. This equated to £0.5M in Daventry District focussed on children on free school meals.
b) Pile-driving associated with construction of DIRFT 2 is causing a noise nuisance. He has brought this to the attention of DDC Environmental Health Department. The pile-driving should finish in mid January after which time the A5 will be closed to allow construction of the rail links.
c) Mr Lomax reported that he had attended a DACT open day and praised the work that the volunteer driver team do.
d) A member of the public asked when the Irish Yew will be replaced in Church Walk. The Clerk assured him it will be purchased shortly, weather permitting.
e) The Clerk was asked to contact DDC Landscape Planning Officer to ensure that it is permissible to replace the dead Rowan Tree which is subject to a Tree Preservation Order.
