KILSBY PARISH COUNCIL
Minutes of the Meeting of the Council held on Tuesday 13th July 2010 in Kilsby Village Hall commencing at 7.45pm
Present: Councillors R Chamberlain, M Cahill, W Clark, A Cole, R Dunn, C Mills, C Smedley, E Taken. District Councillor B Lomax, Clerk –Catherine Camp. PCSO Les Conopo arrived at 20.00. Councillor V Penman and District Councillor C Lomax arrived at 20.30.
Apologies. were received and accepted from Councillor M Longmore, P Martin, and from County Councillor Robin Brown. District Councillor C Lomax apologised for late arrival.
1. Declarations of Interest – a) Personal. None b) Personal and Prejudicial - None.
District Councillor B Lomax declared that as a member of DDC Planning Committee he would take no part in discussions on planning to ensure he approaches the Planning meetings with an open mind.
2. Minutes of the Meeting of 8th June 2010 and 1st July were agreed and signed as a correct record.
The meeting was closed at 19.50 for comments from parishioners.

3.Matter Arising from minutes (f.i.o).
a) ) Feedback on District and Parish Councillors Surgery 12th June. This was most successful and it was agreed to hold future surgeries in conjunction with the Police, and District Councillors. Next meeting to be held on 25th September 10 – 11am. The following questions were raised:-
1. Tree planting in Church Walk. It is confirmed that an Irish Yew will be planted in November
2. The owner of the last house in Smarts Estate was advised to telephone Daventry District Housing. Tel 01327 707500 to enquire about works to her property.
3. A question was asked about planting a screen of trees to reduce the impact of DIRFT 2. It was resolved that the Clerk will write to the Crown Land owners and chase up the money from DDC.
4. Graffiti It was resolved that Mr Hartwell is to be asked to remove graffiti from wall of Kilsby House.
5. Lights. It was confirmed that Cllr Penman will inform AOne+ regarding faulty light Rugby Rd/A5.
6. Resurfacing of village hall car park. NCC have agreed to do this but no date has been given.
7. Trees obscuring street lights need to be cut back by the owner. This is a problem in Hall Close. The Councillors to investigate and ask the homeowner to trim the tree.
8. Condition of Chapel Street and Manor Road has been reported to the County Council Street Doctor.
9. The approach roads and A5 roundabout surface have been reported via street doctor by Cllr Dunn.

Item 13 – It was resolved to write and support Crick in the request for more power for PCSOs.
A letter offering to take on printing of the Kronickle was discussed. This offer has come from Newmans Estate Agents. It was decided that since the Editor was not in favour of a business having control over the newsletter we would remain with the current printers who are very reliable. Newmans to be thanked and made aware of the advertising rates.

Planning Appeal APP/Y2810/A/10/2120332/NWF Yelvertoft Windfarm Land adjacent Glebe Farm, Hillmorton Lane, Yelvertoft. Planning Appeal date 22 June 10 at 10am DDC.
c) DA/2010/0474 Rose Cottage, 5 Independent Street, Kilsby. Demolition of existing garage. Construction of two storey rear extension and replacement garage.
d) DA/2010/0479 Construction of detached dwelling (revised scheme) Land to the rear of 22, Rugby Road, Kilsby. This is recommended for approval by the officer.
It was agreed that Cllrs Penman and Dunn would attend the Planning Committee meeting on 21st July and one of them would speak against the application. District Councillor C Lomax also agreed to speak.
Cllr Smedley said that the officers advice was contrary to new Planning Policy PPS3 para 31.
Cllr Chamberlain agreed to take photos of the access road and email them to the Planning Committee.
e) DA/2010/0400 Windfarm Land to the NW of Winwick Warren, Winwick. Environmental Impact Assessment has been deposited.
4. Other Planning Matters
a) Barby Sporting Club- Meeting with DDC is arranged for Mon 26th July 10am.
b) Plan of village showing listed properties, TPOs, Public Open Space. To be available in September.
c) The Clerk to chase up the vehicle activated sign at Pytchley court.
d) The Clerk to find out via CPRE how to protect Ridge and Furrow land.

e) Annual Report to Parish has been produced and is available on the website and distributed via the parish newsletter.
8. Training
a) 24 -28May Clerk attended International Institute of Municipal Clerks Conference in Reno USA – A report was given by the Clerk.
b) Thurs 8-9 July Institute of Local Council Management “Is Democracy in Good Health” – a report from the Clerk was distributed. The Clerk said that Central Government are promoting Localism, and that
Councils should be prepared to be receptive to different ways of working in partnership with other bodies to provide services for local people.
c) SAT 17th July – Chairmanship Training 10-1pm Litchborough. Rob Chamberlain to attend.
d) Sat 2nd September – New Councillor training. Councillors Smedley, Cole and Longmore(??) to attend.

e) Sat 18th September – Archiving 10 -1pm Litchborough. It was resolved that the Clerk should attend. It was suggested that Wendy Penman be asked if she would like to attend in her capacity as Burials Clerk.
9. Highways
i) Cllr Dunn has reported the cross roads and Chapel Street to Street Doctor on numerous occasions. It was agreed to write to NCC highlighting the dangerous state of the road. AOne+ to be sent a letter with regard to the state of the surface on the A5 roundabout. These to be copied to the County Councillor.
ii) A5/A361 Kilsby Roundabout Sponsorship – It was resolved to allow non-advertising directional signs on Malt Mill Green and Rugby Road and advertising on Lasalign fencing for Kilsby Stores and Just Stoves if Lasalign sponsor the full roundabout. The Clerk to provide Lasalign with sign dimensions.
iii) An update on section 106 monies and works following meeting Mon 14 June was given. To date £150,000 has been allocated. The Chairman asked Councillors to think of further projects to improve highways and footpaths with the remaining £50,000.

Cllr Smedley suggested that the parishioners be asked whether they would support a 20 mph zone, and/or making Manor Road one way. This to be discussed via Kilsby Kronickle. C Mills
District Councillor C Lomax pointed out that the footpaths have a camber in many places which makes it difficult for residents with mobility scooters.
Councillor R Dunn to meet with Nick Gore to discuss the actual location of proposed crossings R Dunn
It was resolved that the Clerk write to Nick Gore to schedule a meeting.
iv) Details of Temporary Road Closure to Barby Nortoft were discussed.
v) A 50mph speed limit on A428 from Halfway House to Rugby low railway bridge will be put in place.
vi) Land Registry paperwork for Butts Lane has been sent off to HM Land Registry – decision awaited.
vii) It was brought to the attention of the Council that the large sign on A5 near the cemetery has gone.
The Chairman thanked Cllr Dunn for his hard work on Highway matters.
viii) There has been a request to relocate the Dog Bin on the corner of Essen Land. The Council resolved that it is happy for it to be resited at the expense of those who wish to move it. Cllr Dunn to pass the details of the complainant to the Clerk so that she can respond. R Dunn
ix) It was resolved to add the grass between the fence and the highway outside 18 Main Road to the parish mowing contract, conditional on ascertaining that this is parish land.
10. Village hall Meetings are now being held bi-monthly. A new microware and a bingo machine are needed.
11. Cemetery. – Update on progress of extension to Cemetery.
i) A letter has been sent to the land owner asking whether he will sell 0.575 acres plus a section for a car park to be accessed off the byway. The valuation officer has suggested that it might cost K8-10.
Cllr Smedley said that the Parish Council would agree to pay the landowners legal fees and erect a 3 rail fence around the land at the salient time. The Council are awaiting confirmation of an agreement in principle. No action can be taken until the current lease on the land expires in Dec 2011.
It was resolved to appoint Mike King to act on behalf of the council if and when purchasing the land.
ii) Cllr Penman said that a grave was dug very early and left as an open grave for 4 days which was felt to be an unacceptable health and safety risk. The Clerk was asked to contact the Funeral Director. Clk.
iii) The Clerk reported that all Funeral Directors have been issued with a copy of the Rules and regulations and asked to make the relatives aware of them. It was agreed that the Burials Clerk be asked to let the Clerk know if she does not receive a signed agreement stating that they have seen the rules prior to a burial being allowed to take place. Clk/WP iv) Councillors were made aware that following a request from Mrs Jones a copy of the rules and a letter stating the position of KPC in adhering to the rules has been sent in writing. The Council formally endorsed the contents of the letter.
12. Rights of Way a) Report of any major problems with RoW None.
13. Lights The Light on the junction of Rugby Road/A5 to be reported as faulty.
Councillors to check the street light that is obscured in Hall Close and the owner to be asked to trim the tree.

APPENDIX Public Participation Tuesday 13h July 2010
1. Report from District Councillor B Lomax
Cllr Lomax reported that it is a busy time of year as people try to hold meetings prior to the summer recess. He made the Council aware that Rugby Borough Local Development Framework Core Strategy is holding a consultation period to ascertain whether it is legally sound. Consultation ends in mid August.
Enironmental Services. It has been decided to outsource Waste Collection and Street Scene services to the private sector in partnership with Northampton Borough. This is likely to lead to a decline in services in Daventry District and calls into question whether parishes are able to carry out their own grass cutting. The Clerk stated that she understood this to mean that parishes might not be able to cut the small areas of grass that previously were cut by the District Council.
The Chairman asked Councillor Lomax to check and confirm that this ruling will not apply to all parish grassed areas. B Lomax
A question was raised over the number of people who will lose their jobs. Councillor Lomax clarified that about 100 will be redeployed with different contracts, terms and conditions and job titles.
The Chairman reported that Daventry Express had been in communication regarding levels of HGV traffic on A361. It was resolved to contact other villages along the A361, and arrange a meeting between all interested parties towards end of Sept. RC to contact Pro Logis to ask for traffic modelling information.
Cllr Smedley advised the Council that there is approx 5M ft2 of warehousing in Daventry so some of the traffic using the A361 will be accessing warehousing in Daventry from the Motorway.
Cllr Cole pointed out that the M45 junction at Dunchurch is signed to DIRFT, which means that lorries are likely to use the Ridgeway.
PCSO Conopo was asked to obtain accident statistics for the A361 between Kilsby and Daventry and along the ridgeway to support the argument. PCSO Conopo
Cllr Dunn said there is no weight limit sign at the junction of A361 and the ridgeway. Clerk.
2. Police Report PCSO L Conopo
PCSO Conopo reported on policing problems within the village. Recent bin fires have been followed up with the Anti-Arson team visiting the Primary School.
There have been burglaries from unsecured vehicles. He urges people to keep their cars locked. PCSOs will continue to tackle anti-social behaviour including riding of motorcyles in the recreation ground.
The Clerk reported that the partnership working between the police, DIRFT and the two parish councils was praised by the Chief Inspector at the recent Parish Councils Conference where the Parish Charter which encourages partnership working was signed.
PCSO Conopo left the meeting at 20.25pm.
