Minutes of the Meeting of the Council held on Tuesday 8th June 2010 in Kilsby Village Hall commencing at 7.45pm

Present: Councillors R Dunn (Acting Chairman), M Cahill, W Clark, M Longmore, P Martin,

C Mills, V Penman, C Smedley, E Taken. Clerk –Catherine Camp. 1 member of the public arrived 20.35, 1 member of the press, G Edmunds–Rugby Radio Station partnership, Robin Woodbridge-ProLogis.

District Councillors B and C Lomax arrived at 20.30.

Apologies. were received and accepted from Councillor Rob Chamberlain, Councillor Anne Cole and from County Councillor Robin Brown. District Councillors B & C Lomax apologised for late arrival.

1. Declarations of Interest – a) Personal. Councillor Smedley declared a personal interest in Planning application DA/2010/0444 b) Personal and Prejudicial - None.

District Councillor B Lomax declared that as a member of DDC Planning Committee he would take no part in discussions on planning to ensure he approaches the Planning meetings with an open mind.

2. Minutes of the Meeting of 11th May 2010 were agreed and signed as a correct record.

The meeting was closed at 19.55 for comments from parishioners.

3.Matter Arising from minutes (f.i.o).

a) It was agreed that the dead Christmas tree should be removed prior to Kilsby Open Gardens. The Clerk agreed to arrange this if members of the Christmas tree committee could not be contacted. Clerk

4. Policing

a) It was reported that a couple of people have volunteered to use the Speed watch Gun.

b) Community Payback Scheme. Report was circulated by Cllr Longmore on how Crick has used the scheme. This to be discussed further at the September meeting. Agenda

5. Environment a) Youth Shelter – It was resolved not to progress with a youth shelter until there is some input from young people in the village. Clerk suggested that Youth Councillors could be recruited through the schools. It was resolved to write to the Secondary Schools, to recruit a teenage councillor.

Item 2 – Kilsby PC agreed to support Mrs Allman and write to DDC for s106 funding.

Item 13 – It was resolved to renew the subscription.

Item 15 – It was agreed to ask the Parish Enhancement Gang to paint the seats in the recreation ground.

Councillor Mills asked for someone to volunteer to provide information for the Sept and November Kilsby Kronickle editions as she will be busy with a new baby. Councillor Martin agreed to take this on.

Councillors Mills and Dunn will be holding a Parish Council surgery from 10-11am on Sat 12th June.

Councillor Mills and District Councillor B and C Lomax left the meeting at 21.30pm.

7. Planning 1. NEW APPLICATIONS

a) DA/2010/0444 Remove hedge and replace with 1.8m high brick wall. Pytchley House, 14 Main Rd.

Councillor Smedley declared a personal interest and took no part in the discussion. The Council had no objections to this application and resolved to make no observations.

2. APPROVALS or REFUSALS

a) DA/2010/0285 Installation of two standard loading docks. Unit C DIRFT. Permission Granted.

      • a) DA/2010/0344 Replacement of existing pre-school unit with new single storey pre -

      • school unit, with associated external works and new fencing. Kilsby C Of E Pre-School, Manor Road.

b) Planning Appeal APP/Y2810/A/10/2120332/NWF Yelvertoft Windfarm Land adjacent Glebe Farm, Hillmorton Lane, Yelvertoft. Planning Appeal date 22 June 10 at 10am DDC.

c) The Clerk to chase up with the Enforcement Officer regarding the vehicle activated sign which has yet to be erected despite being a planning condition on Pytchley Gardens. It was suggested that a flag be put on the title of the remaining unsold property. Clerk

4. Other Planning Matters

a) Letters in response to the changes in procedure for site visits was circulated and noted.

b) Barby Sporting Club- Date for a meeting with DDC still awaited. This to be arranged as a new Environmental Health Officer should now be in post.

c) Councillor Martin reported that he had spoken to Howkins and Harrison Land Agents with regard to land to the left of the bridleway leading to the Alloments. The Land Agent confirmed that he has had no instruction to enter into negotiations to sell the land, but will be re-auctioning the grass keep on an annual basis. It was agreed to contact CPRE to see if there is a way to protect the ridge and furrow. Clerk

d) Annual Review of Standing Orders and Financial Regulations – to be completed in June. Clk/ET

9. Highways

i) Report of any new problems – A361 roundabout has been reported as surface breaking up.

ii) A5/A361 Kilsby Roundabout Sponsorship –Cllr R Dunn reported that a meeting had been held with Lasalign, Just Stoves and Kilsby Shop who had all expressed an interest in sponsoring the roundabout. The Clerk said she has received an email stating that Lasalign will now sponsor the whole roundabout.

Councillor Dunn to check if Just Stoves and the Shop are happy about this. RD

iii) Meeting on s 106 works this is scheduled for 14 June 2pm in Kilsby Village Hall RC/RD

iv) A letter was read from DDC regarding Grass Cutting. DDC to be invoiced for Devon Ox cut. Clk

v) Overgrown trees at Malt Mill Close are obscuring the view of approaching traffic.

10. Village hall No report was available from latest meeting.

11.Cemetery. Cllr Smedley to draft a letter to Mr Lee suggesting a proposed course of action for purchase of an extension to the Cemetery. CS

12. Rights of Way No problems were reported.

13. Lights Councillor Penman reported that the new light in Essen Lane is now working.

The meeting closed at 22.05.

APPENDIX Public Participation Tuesday 8h June 2010
1. Presentation from Gareth Edmunds – Rugby Radio Station Partnership and Robin Woodbridge of Pro Logis on the proposed expansion of DIRFT 3.

Mr G Edmunds of Rugby Radio Station Partnership and Mr Robin Woodbridge of Pro Logis gave a presentation on the proposed future development of DIRFT 3 planned on the DIRFT site/A5 corridor, and of the Urban Development planned for the Radio Mast site currently owned by Aviva and BT.

It was explained that work has commenced on DIRFT 2 which will generate at least 850 new jobs. The site has been so successful and longer trains are planned so DIRFT 3 is required.

A residential urban development site of 6200 homes on the BT Mast Site is part of Rugby’s Core Strategy.

Questions were asked about the future use of the current rail terminal. This has not been decided yet but it might become a secondary terminal

Building height was discussed. DIRFT 3 will consist of lower domed warehousing (21m Max rather than 35m). A Service Area is planned to hold up to 250 HGVs. This will be paid for by the warehouse tenants and be free to drivers to encourage them not to park in lay-bys.

Pro Logis have been in discussion with the Freight Transport Association to try and get Sat-Navs programmed with suitable routes for HGVs. KPC requested that the lorry park be constructed as the first phase of the development.

Landscaping – DIRFT 3 will have bunding and planting at the northern end to shield it from Lilborne.

Light pollution – LED lighting which is easier to contain is being investigated.

Flooding – the flood plain area has been carefully assessed and will be left as conservation areas.

Noise – KPC pointed out that they are bothered by shunting noise. Cllr Cahill agreed to record when this is a problem and let Mr Woodbridge know, as it might be possible to reduce this.

The Council were assured that a full noise assessment would be carried out and radii and gradients checked before DIRFT 3 commences.

A question was asked about the height of cranes for unloading. The buildings proposed for DIRFT 3 should screen the cranes and act as noise and visual screens.

A study will be carried out to look at ways of improving public transport in all directions.

A question was asked as to whether it would be possible to open up a Kilsby Halt Railway station. This has been ruled out as it will reduce the numbers of people accessing the train in Rugby.

Mr Woodbridge was asked to discuss whether the broadband speed to Kilsby can be enhanced.

A Roadshow is planned to come to Kilsby so that the General Public can view the plans.

Report from District Councillor B Lomax
Cllr Lomax reported that there have been crude cuts of 15% across the board giving a reduction in services to the Tax payer. A further 10% cuts will be seen over the next 4 years.

It has been decided to outsource Waste Collection and Street Scene services to the private sector in partnership with Northampton Borough. This is likely to lead to a decline in services in Daventry District.

A question was raised over the number of people who will lose their jobs. Councillor Lomax thought this might be in the region of 100.

Report from District Councillor C Lomax

Councillor C Lomax reported that Daventry District Council is carrying out mid-term planning, but things are uncertain due to the recession. There has even been discussion that the number of Councillor Members should be reduced.

DDC Annual Meeting was held in mid-May and Mrs Lomax has been reappointed to the Standards, Licensing and Scrutiny committees. She reported that there is going to be a change in law relating to licensing to allow local councils to have input into the decision making process at local level. Despite the announcement of 15% cuts across the board, the Scrutiny Committee has not felt the need to meet in the last month which has surprised her.


A parishioner voiced concerns that the land to the left of the Bridleway leading to the Allotments and Teabag Cottage could be sold to a Gypsy community. Councillor Martin reported that he had spoken to Howkins and Harrison Land Agents who confirmed that he has had no instruction to enter into negotiations to sell the land, but will be re-auctioning the grass keep on an annual basis.
