KILSBY PARISH COUNCIL

Minutes of the Meeting of the Council held on 13th April 2010 in Kilsby Village Hall commencing at 7.45pm

Present: Councillors R Chamberlain (Chairman), M Cahill, W Clark, A Cole, R Dunn, P Martin, V Penman, C Smedley, E Taken. Clerk – Mrs Catherine Camp. Also present 1 member of the public, District Councillors B Lomax, PCSOs Les Conopo and Lorraine Humfress.

Apologies. received from Councillor Claire Mills, from County Councillor Robin Brown who is on holiday, and District Councillor C Lomax for late arrival.

1. Declarations of Interest – a) Personal. Councillor Smedley declared a personal interest in item 11.1 Planning application DA/2010/0240 b) Personal and Prejudicial - None.

District Councillor B Lomax declared that as a member of DDC Planning Committee he would take no part in discussions on planning to ensure he approaches the Planning meetings with an open mind.

2. Minutes of the Meeting of 9th March 2010 were agreed and signed as a correct record.

The meeting was closed at 19.55 for comments from parishioners.

3.Matter Arising from minutes (f.i.o).

a) Signatures of people prepared to support “Speed Watch” will be collected on 6th May from parishioners after they have cast their vote. Councillors Cahill, Penman, Chamberlain, Cole and Dunn agreed to help collect signatures. Action: MC,VP,RC,AC,RD

b) The Clerk was asked to chase up obtaining grit bins for The Banks and Malt Mill Green. Clk.

c) It was reported that the Clerk has contacted Bomber Design with regard to the Vehicle Activated Sign.

d) Councillor Smedley reported that Northamptonshire Rural Housing Association is prepared to carry out a housing needs survey. It was pointed out that this has been carried out twice previously and an Affordable Housing scheme was actively opposed by parishioners. The survey showed that there was a small need which could be met by local infill. Cllr Chamberlain agreed to contact NRHA to discuss. RC

The Clerk was asked to contact DDC to see if they are prepared to sell land at the end of Fishers Close, which backs onto Stephenson Court. Clk

4. Co-Option of a Parish Councillor

Two letters had been received from people wishing to be co-opted as a Parish Councillor. Following a vote, the Council RESOLVED to co-opt Mark Longmore. He will take office at the June meeting, once he has signed the Declaration of Acceptance of Office. A letter of thanks to be sent to the other applicant.Clk

5. Policing

a) Feedback was given on the third month of dedicated PCSO Policing. The tripartite meeting of Kilsby, Crick and DIRFT takes place on 4th May and will be attended by Councillors Chamberlain and Martin.

b) Community Payback Scheme. Report on how Crick has used the scheme to be obtained by Cllr Martin.

6. Environment

a) Phone Box – It was reported that there had been one response from a member of the parish regarding the phonebox who was not in favour of keeping it. It was RESOLVED to ask BT to remove it.

b) Youth Shelters – Cllr Martin will visit local youth shelters with PCSO Lorraine Humfress.

c) A Letter had been received from Ms Haywood regarding Rubbish on the A5. This is being dealt with by DDC and PCSOs were asked to keep an eye on the lay-bys. The Clerk to contact Railtrak and ask them to clear litter from their land. Clk.

d) CPRE Northants - Planning and Rural Energy meeting was attended by Cllrs Taken and Martin. The meeting covered Affordable Housing, village planning issues and Village Design Statements.

Item 1 – Kilsby PC accepted the principle of a Charter with higher authorities but raised concerns that it could increase costs to the Parish. How will it work on cross border issues with Warwickshire?

Item 18 – Best Kept Village. It was RESOLVED not to enter.

Item 20 – It was agreed to put details of funding sources in Kilsby Kronickle as we as on noticeboard.

Various grant funding sources to be displayed at the Annual Parish Meeting.

d) Banking Arrangements and cheque signatories were reviewed. Nat West Bank was felt to be acceptable and cheque signatories to remain as two required from Cllrs Chamberlain, Clark, Dunn and Taken.

e) Councillor Clark reported that a review of the Effectiveness of 2009 Internal Audit had been carried out, and she recommended that it be minuted as fit for purpose.

f) Internal Audit for 2009/2010 to be carried out by Jim Goodger on 21 April 10.

g) Annual Return to Inland Revenue has been completed and P60 issued.

h) Annual Audit Return date has been set as 2nd July 10.

9. CCTV This has been dealt with by the Recreation Ground trustees at their meeting

10. Planning

1. NEW APPLICATIONS DA/2010/0240 Renewal of Outline permission for a single dwelling between 11 & 15 Malt Mill Close. No objections so long as previous conditions are re-imposed.

2. APPROVALS or REFUSALS

a) DA/2010/0017 DIRFT Expansion Site. Approved. Concern was raised that the Parish comments were not included as conditions.

b) DA/2010/0090 Alterations, refurbishment and extensions to dwelling. Piepowder, 10 The Banks, Kilsby. CV23 8XA Amended to remove an entrance and a garage. Approved. Page 480

Councillor Penman reported that he had attended the Planning Meeting, and KPC request for a pavement was discussed. This was not included as a condition since it was an existing dwelling.

It was agreed to write and ask for the second drop kerb to be removed and the kerb reinstated.

3. Decisions Awaited:

a) Planning Appeal APP/Y2810/A/10/2120332/NWF Yelvertoft Windfarm Land adjacent Glebe Farm, Hillmorton Lane, Yelvertoft. Planning Appeal date 22 June 10 at 10am DDC.

4. Other Planning Matters

a) Barby Sporting Club- DDC is happy to hold a meeting , date still awaited.

b) Symposium on Expansion of DIRFT/Radio Mast Area. A copy of the symposium to be circulated to all Councillors.

Cllr Smedley briefed the Council on the meeting and advised that KPC should emphasize

- public transport links back into Daventry which will improve public transport for Kilsby

- improved internet connection

- protection from HGV and construction traffic by requesting pedestrian linkages, improved street lighting, footpaths, dropped kerbs, suitable signage.

It was agreed to write to Mr Pell at BT and Mr McCloud at Aviva. CS to draft a letter. CS

Cllr Chamberlain thanked Cllr Smedley for attending, and agreed to contact Chris Lewis of Pro Logis for ask for traffic consultation to be shared with KPC. RC

c) Councillor C Lomax reported that in future local Parish Councillors will not be allowed to attend site visits. The Clerk to write and complain as it is felt that decisions should be made with all available information and local knowledge is very important. Cllr Chamberlain to contact the press over this matter. Clk/RC

11. Highways

i) Report of any new problems – A361 roundabout has been reported as surface breaking up.

ii) A5/A361 Kilsby Roundabout Sponsorship –Cllr R Dunn will draft a letter for the Clerk to send to local businesses asking if they wish to sponsor the roundabout. RD/Clk

iii) Possible funding sources for cycleways/footpaths might be available from COMMA funding or EU funding? Clerk to submit an application for COMMA Funding. Clk

iv) Meeting on s 106 works this is scheduled for 14 June 2pm in Kilsby Village Hall RC/RD

12. Village hall No report was available from latest meeting.

13. Cemetery. Report on proposals for extension to Cemetery will be given at next Parish Council meeting after Councillor Cahill has spoken to Mr Lee. MC

14. Rights of Way No problems to report.

15. Lights

a) Councillor V Penman asked who owns the street lights on A361? – There are three that are owned by the parish on Daventry Road by House 8, 20 and opposite 28 (Columns 4, 5 and 6). The remainder are the responsibility of MGWSP and can be reported via Rachel Lindsey Tel 01604 889962. Lights on A5 are dealt with by AOne+.

b) Councillor Martin said he would obtain figures for cheaper street lighting. PM

c) It was reported that a new street light for Essen Lane has been ordered.

16. Clerks Appraisal – has been completed. The Chairman proposed that the Clerk be given a pay rise of an additional Spinal Column Point on the pay scale to reflect achieving Quality Status, and that here hours be increased from 10 – 12hrs per week.

This to be funded from contingency fund. This was seconded and approved.

APPENDIX Public Participation Tuesday 13th April 2010
1.Report from District Councillor C Lomax

Cllr Lomax reported that on one of the recent planning appeals submitted by Daventry District Council has been allowed, and that is at Monksmoor.


b) DDC budget has been discussed and an increase of 2.24% has been approved. There have been crude cuts of 15% across the board giving a reduction in services to the Tax payer. A further 10% cuts will be seen over the next 4 years.

£6M has been loss to Icelandic Banks, and £5M lent to Northants County Council at 1% interest rate, for improvements to Silverstone Race track.

Councillor Lomax is pushing for a change in DDC Constitution to ensure that members are given regular financial information and consulted on moving of large sums of money.

DDC has reserves of £30M with just under £6M being revenue reserves. The Lomax’s will continue to press for some of the revenue reserves to be used to fund the shortfall in services.


c) Football Coaching will be provided at Barby Sports Field in half-term at the beginning of June.

Dates 1st June – 4th June Times 10.00 – 15.00 Ages 8 – 16 yrs Cost £10 per day/ £25 per week

d) Councillor Chamberlain said that he had been informed by the press that the construction of DIRFT 2 will require traffic lights and the closure of A428 by the Half Way House for approximately 2 years. This will have an affect on the traffic on the local road network. Cllr B Lomax was asked to investigate this, to ensure that Kilsby Parish Council is kept informed, and to ensure that there is good diversion signage to prevent HGVs travelling through the villages.
