KILSBY PARISH COUNCIL

Minutes of the Meeting of the Council held on 9th March 2010 in Kilsby Village Hall commencing at 7.45pm

Present: Councillors R Chamberlain (Chairman), M Cahill, W Clark, A Cole, R Dunn, P Martin,

C Smedley, E Taken. Clerk – Mrs Catherine Camp. Also present 1 member of the public, District Councillors B Lomax, and C Lomax, and PCSO Les Conopo.

Cllr C Mills arrived at 8pm, Cllr V Penman arrived at 8.45pm.

Apologies. None.

1. Declarations of Interest – a) Personal. – None b) Personal and Prejudicial - None.

District Councillor B Lomax declared that as a member of Daventry District Planning Committee he would take no part in discussions on planning to ensure he approaches the Planning Committee meetings with an open mind.

2. Minutes of the Meeting of 9th February 2010 were signed and agreed as a correct record of proceedings, with alteration to Page 471 item 4 to read “A bi-monthly review meeting to be arranged with Sgt Valentine, Phil Dunkley of Crick and Councillor Phil Martin”.

The meeting was closed at 19.55 for comments from parishioners.

3.Matter Arising from minutes (f.i.o).

a) The Clerk thanked Councillors for attending the Power of Well-Being Training Monday 25th January, and handed out certificates.

b) Parish Council Surgery on 13th Feb had no attendees until 11am when people visited PCSOs.

c) Clerks Appraisal to be held with the Chairman on Monday 22 March. Councillors were asked to let the Chairman know if anyone wanted a specific issue raised during the appraisal.

d) Councillor Martin gave a report on the recent training he has attended and urged all Councillors to attend at least one training session during the year, so that the Parish can retain their Quality Status. He urged all on those on the Planning Committee to attend planning training. The Chairman reinforced this and asked for Councillors to consider attending training.

4. s106 Highway Improvements. / Parish Plan

a) A Highway improvement feasibility study was carried out in December 2008. The Parish has now obtained a copy. A letter from Lesley Elkington s106 Engineer was read detailing which proposed improvements could still be met. The Clerk was asked to set up a meeting with NCC Community Liaison Officer Nick Gore, Lesley Elkington, Councillor Rob Chamberlain and Reg Dunn and District Councillors to discuss how and when the s106 money can be spent. b) Parish Plan:-

The priorities of the 2007 Parish Plan have been reviewed. Councillor Smedley summarised each point on p18 the following action points were agreed.

Transport and Road Safety

i) A crossing on Main Road has been, and will continue to be pursued through the s106 Highway improvements. RC/RD

ii) It was agreed to investigate improvements to the Bus Service to Daventry. Residents to be asked if a service from Crick via DIRFT and Kilsby to Daventry would be used. Target developers for green transport s106 funding.

iii) Cllr Phil Martin to contact the School Governor to see if a School Travel Plan is in place yet. PM

iv) Speed Reducing Measures will form part of the Highway Improvements funded by s106 monies. Speedwatch initiative did not attract enough support to progress. It was agreed to review at this.

v) Action to be taken to prevent parking on pavements. It was agreed to ask PCSOs to target this. PCSOs

vi) The School already operates a one-way system in the morning to ease congestion in Manor Road. This to be published in Kilsby Kronickle. C Mills

vii) Footpaths/Cycleways These could not be funded using s106 Highway Improvement funding as they are too expensive. The Clerk to check whether EU or Sustrans money is available. Clerk.

viii) It was agreed that a By-Pass is not feasible at the moment.

Community Safety

10/11. Street lighting has been improved around the shop and church walk. An additional street lamp is on order for Essen Lane.

12. Membership of Neighbourhood Watch has increased.

13. Active policing is now successfully in place.

14. Facilities for young people can be found on the Parish Website.

15. There is now an hourly bus service to Rugby.

16. A comprehensive list of organisations and networks in the village is provided on the village website.

17-19. A Heritage Leaflet about the history of Kilsby has been produced.

20-24 Sponsorship of A5 Roundabout is progressing.

Parish Expansion

25. s106 money to mitigate the effects of increase in traffic has been secured and a plan drawn up of proposed highway improvements and their likely costs. This to be actively pursued. RC/RD/Clk

26. Conservation Areas. Plan required identifying Parish owned land, TPOs, Listed Buildings. Clk

27. Mobile Masts. It is considered that DDC will follow National Planning Guidance.

It was agreed to publicise what has been achieved at the Annual Parish Meeting and discuss the future. A vision statement required to move the plan forward.

Councillor B Lomax left the meeting at 21.30pm.

5. Policing

a) Feedback on PCSO Policing. The PCSO has visited the School. PCSO Sarah Gray has taken over Lorraine Humfress previous area, so she is also policing Kilsby.

The Chairman reported that the Chief Inspector is very pleased that 2 parishes and a commercial site have amalgamated to support additional PCSOs and the scheme has been widely reported.

b) Community Payback Scheme. (See notes attached to Agenda) Cllr M Cahill to contact Crick PC to find out what jobs can be carried out as part of the scheme. MC

The meeting was closed to allow PCSO Les Conopo to address the Council.

c) PCSO Conopo reported that people seem pleased to see a hi-vis presence. There have been no crime issues although DIRFT has had some vehicle crime.

d) Dog Fouling Bylaws are covered by DDC under the 1996 Dog Fouling Act. DDC can issue spot fines.

PCSO Conopo said he could not use this power.

e) The Council resolved to ask the Chief Constable to authorise the PCSOs to issue parking tickets. They can current issue yellow warning cards. Clk.

6. Environment

a) Phone Box - Cllr Cahill reported that they weigh ¾ tonne and require a lorry mounted crane to get them out of the ground. There is a current resale value of from £500 – 2000. Redundant phone boxes have been used as Art Galleries, a small library, Notice Board or site for a seasonal mannequin.

Replacement glass costs between £5 - £10 per pane.

The Council RESOLVED to ask the resident for ideas about use of the phone box via Kilsby Kronickle and if no ideas are forthcoming it was agreed not to adopt it. C Mills.

b)Councillor Cahill reported that the Guides would do a Litter Pick on Wed 21st April. Hi-Vis equipment can be obtained from DDC. The date published in the Kronickle. CM

c) Youth Shelters – Cllr Martin agreed to visit Weedon Youth Shelter and Greens Norton. Clerk to contact PCSO Kev Thompson to arrange a trip to Weedon. Clk

d) Concern was raised over recycling bins being left on a pavement.

10. Planning

1. NEW APPLICATIONS

  1. DA/2010/0090 Alterations, refurbishment and extensions to dwelling including demolition of garage and construction of single and double garage, formation of vehicular access and improvements to existing access. Piepowder, 10 The Banks, Kilsby. CV23 8XA

    There were no objections to the proposed building, development or treatment of the building. The Council was disappointed and concerned to find that the Builder had continued beyond permitted development without the benefit of planning permission. It was RESOLVED to request that a footpath be constructed along the frontage of the property.

  1. Yelvertoft Wind Farm. Planning Appeal date 22 June 10 at 10am DDC.

2. APPROVALS or REFUSALS None.

3. Decisions Awaited:

4. Other Planning Matters

i) Barby Sporting Club- Chairman visited site to discuss progress on 24th Feb 2010. A meeting will be convened with DDC Environmental Health Department, District Councillor C Lomax, Kilsby Parish Council and Barby Sporting Club (if they wish to be represented).

ii) Draft Council Plan 2010 – 2014 Consultation.

iii) Consultation Notification: Creating Sustainable Communites – A Planning Obligations Framework and Guidance Consultation Draft. C Smedley advised that there was no need to submit comments.

11. Highways

a) General Street Doctor Tel 0845 601 1113 or www. Northamptonshire.gov.uk to be published in KK and all residents to be asked to phone in dangerous potholes. C Mills.

b) A5 matters

i) A5/A361 Kilsby Roundabout Sponsorship. Steve Hartwell advised that 15 tonnes of soil would be required to level and reseed the roundabout. On-going cutting costs would be £20 per cut. It was agreed to seek sponsorship of £500 for the first year, and £300 for subsequent years. R Dunn

ii) Details of works on M45 which will be closed Fri 12th – Monday 15th March, around Dunchurch.

iii) Replacement Grit Bin outside Kilsby School is now in position. The Clerk was asked to chase up the grit bins promised for The Banks and Malt Mill Close. Clk

iv)The Clerk reported that Bomber Designs have been contacted to remind them of the planning condition to install a vehicle activated speed awareness board on first occupation of Pytchley House development.

12. Village hall. The Trustees wish to know when the driveway will be resurfaced.

13. Cemetery A meeting had been held with Mr Lee to discuss an extension to the Cemetery. He is going to discuss the matter with his family and a further meeting with Cllrs Cahill and Smedley will be held at the end of the month. It may be possible to purchase a similar size of land adjacent to the current plot running along the A5. It was proposed that a District Valuation be sought as next stage. MC/CS

APPENDIX Public Participation Tuesday 9th March 2010
1.
Mr Mark Shimwell addressed the Council and explained the development plans for 10 The Banks.

He confirmed that the plans had been amended to remove one of the two proposed entrances onto the road and the double garage. A quickthorn hedge to be planted along the frontage.

Questions were asked about the works already carried out. The majority is permitted development.

Mr Shimwell left the meeting at 20.10.

2 .Report from District Councillor C Lomax
Concessionary Bus Fares.

Cllr Lomax reported that Daventry District Council have reverted to the National Guidelines in respect of free bus travel, which starts at 09.30am. Daventry had been offering an enhanced scheme, but this has been cut back as a cost saving measure as it was only partly funded by Central Government.

There have been a number of complaints, so Mrs Lomax has raised the matter at the scrutiny committee and it is on the Agenda to be scrutinised. Northampton Borough is also doing this, as there have been complaints in Brixworth. Next April, the County Council will take over the function of Bus Passes.

Pest Control Services This service has been cut as part of the 15% cuts across the board, although DDC still have to carryout enforcement of pest control as a statutory obligation.

Litter There have been a number of complaints which have been drawn to the attention of DDC.

Disposal of District Council Land in Villages. DDC are looking to dispose of land which they own in rural parishes. This will be offered to Parish Councils in the first instance.

Report from District Councillor B Lomax
a) Councillor Lomax wished it to be minuted that he took no part in discussion over any planning issues to allow him to vote with an open mind at Daventry Planning Committee.

He was able to tell the Council that a site visit for 10 The Banks will be held on Friday 26th March at 0930am and the Planning Committee will vote on the application on Wednesday 31 March at 6.15pm DDC.
b) Litter Management. This is a huge problem and Councillor Lomax is pursuing this with rail-track.

c) DDC budget has been discussed and a proposed increase of 2.24% has been put forward. There have been crude cuts of 15% across the board giving a reduction in services to the Tax payer.

£6M has been loss to Icelandic Banks, and £5M lent to Northants County Council at 1% interest rate.

Councillor Lomax is pushing for a change in DDC Constitution to ensure that members are given regular financial information and consulted on moving of large sums of money.

DDC has reserves of £30M with just under £6M being revenue reserves. The Lomax’s will continue to press for some of the revenue reserves to be used to fund the shortfall in services.

d) Football Coaching will be provided at Barby Sports Field in half-term at the beginning of June. Details requested for publishing in Kilsby Kronickle.
