KILSBY PARISH COUNCIL

Minutes of the Meeting of the Council held on 9th February 2010 in Kilsby Village Hall commencing at 7.45pm

Present: Councillors R Chamberlain (Chairman), M Cahill, W Clark, A Cole, R Dunn, P Martin, C Mills, C Smedley, E Taken V Penman. Clerk – Mrs Catherine Camp.

Also present 1 member of the public, District Councillor B Lomax, PCSOs L Humfress and Les Conopo.

Apologies. Apologies were accepted from District Cllr C Lomax, County Councillor R Brown, Councillor J Lathan. District Councillor B Lomax apologised that he had to leave early.

The Chairman informed the Council that Cllr J Lathan has tendered his resignation. The Council wished to thank him for his robust defence of Kilsby, and for his hard work on behalf of the parish.

The casual vacancy resulting from his resignation will be advertised. Clk.

Cllr Phil Martin agreed to take over John Lathans’ role as School Governor.

2. Minutes of the Meeting of 12th January 2010 were signed and agreed as a correct record of proceedings.

The meeting was closed at 19.55 for comments from parishioners.

3.Matter Arising from minutes (f.i.o).

a) The Clerk thanked Councillors for attending the Power of Well-Being Training Monday 25th January. There is another training session on 20th April from 7-9pm at Moulton Park for those Councillors who missed it. P Martin is unable to attend. R Dunn to check diary. RD

b) The Chairman congratulated the Council and the Clerk for achieving Quality Status for the Council. There has been a press release to the Daventry Weekly Express. The Council can now add a “Q” logo to the headed paperwork.

Councillor Mills to ask the Village Hall if the certificate can be displayed in Kilsby Room. CM

c) A response from MP Tim Boswell from BT regarding broadband speed in Kilsby was read. It was RESOLVED to contact BT to ask what the cost per household would be to connect Kilsby, and whether there are any alternative solutions via commercial cabling. Clk

The meeting was closed at 20.05 to allow the Police to speak.

4. Policing.

PCSO Lorraine Humfress, and PCSO Les Conopo started working on 1st February as designated funded PCSOs working for DIRFT, Crick and Kilsby. They introduced themselves and gave a resume of previous experience and feel sure that the village will see a difference in policing levels.

A bi-monthly review meeting to be arranged with PCSOs, Phil Dunkley of Crick and Phil Martin. PM

5. Environment

a) National Litter Pick week. Councillor Cahill agreed to plan a Litter Pick between Fri 9th April and Sun 18th April. Hi-Vis equipment can be obtained from DDC. The School and Guides to be asked to participate, and the date published in the Kilsby Kronickle. MC/CM

Cllr B Lomax was asked if he could liaise with British Rail to have litter picked up from behind the fencing, which is not collected by Daventry District Litter picking team. B Lomax

b) Phone Box - Cllr Smedley asked what purpose would be served by keeping the phone box. He suggested we could be taking on a potential problem.

It was RESOLVED to put an article in Kilsby Kronickle asking for ideas as to what it could be used for.

The Clerk was asked to check the cost of Electricity supply to the box, and let C Mills know. Clk/CM

c) DDC will pay for monthly cuts April to October, if Kilsby undertake mowing. KPC to invoice accordingly.

d) Dog Fouling Bylaws are covered by DDC under the 1996 Dog Fouling Act. DDC can issue spot fines.

It was agreed to ask if PCSO could use this power. Police

e) Youth Shelters – Cllr Martin is awaiting details of locations of shelters to visit. The Clerk to ask other local clerks and pass the information on to Cllr Martin.

d) Repayment of £197.72 by Public Works Loan Board of overpayment of loan.

8. Planning Following resignation of Cllr Lathan, Cllr Penman was appointed as Chairman of the Planning Committee, and Councillor Anne Cole, and Charles Smedley were appointed as members.

NEW APPLICATIONS

a) DA/2010/0017 DIRFT Expansion Site.

The Council agreed to support the application in principle and the siting of the building on the site.

b) The Council wish to seek enhanced footpath/cycleway links to the existing network and to the villages of Crick and Kilsby.

c) The Council consider the left only exit from the Car Park to be inappropriately located, as potential illegal right-hand turns will pose a danger to other traffic. They recommend all access is via the proposed roundabout entrance.

d) Concerns were raised over the visual impact/appearance of the 3 storey car park at the front of the site. This needs careful screening will appropriate materials to reduce the impact of the elevations to this structure.

e) The Council seeks enhanced planting/landscaping along the whole A428/Hillmorton Road frontage.

f) The Council wishes to see implementation of improved Public Transport including buses travelling from Crick/DIRFT/A5/Kilsby/Daventry Town Centre at 3 hourly intervals and at Peak travel times. We wish to see this implemented from completion/occupation of the building with financial support sponsored by the Developer/Occupier.

g) The Council seeks enhanced footpaths/dropped kerbs from the site to the whole of Kilsby with contributions to enhanced street lighting.

h) The Council seeks conformation that the use of lighting on the site will minimise light pollution emanating from the site.

i) The Council seeks conformation that the Occupier will operate provision for overnight parking and trailer parking for vehicles attending the site, to minimise the current problem of HGVs parking overnight in lay-bys in the surrounding area.

j) The Council would like signage stating “No DIRFT Construction or HGV traffic” on all minor roads entering the village of Kilsby and on Nortoft Lane.

k) The Council wish to explore the opportunity of improved internet connections to Kilsby village by accessing provision made for this site.

b)Planning Appeal APP/Y2810/A/10/2120332/NWF Yelvertoft Windfarm Land adjacent Glebe Farm, Hillmorton Lane, Yelvertoft. Access off Rugby Road, Crick. It was agreed to reiterate earlier comments:-

Concerns were raised over the proximity of the proposed windfarm to Junction 18/19 on the M1 which is already very dangerous. The Council feel that the windfarm will be a distraction to drivers and exacerbate the highway danger.

Concerns were raised over urbanisation of rural village land. This is felt to be industrialisation of a rural area.

The building of the windfarm is planned to commence in 2010 which coincides with the redesign of Junction 19 on M1 and will place considerable pressure on the local road network whilst they are being installed.

Kilsby Parish Council do not wish to see further sites in this area, which is already over urbanised by the vast number of warehouse operations located in the area.

APPROVALS or REFUSALS

i) DA/2009/0830 Demolition of existing buildings. Former Midland Meat Parkers Ltd, Dockham Way, Crick, Northamptonshire, NN6 7TZ. Approved.

ii) DA/2009/0736 New commercial vehicle maintenance unit, offices, trailer parking for sale of trucks and trailers, access from A5 with exit onto A428 and Sales Officer (Revised scheme) Land Off A5/A428 Junction 18 of M1.Approved 27th Jan 2010.

iii) DA/2009/0974 Refurbishment of properties including replacement of external wall structures and windows 3, 4, 5, 7 & 8, Smarts Estate, Kilsby, CV23 8XY. Approved.

Decisions Awaited:

i) DA/2009/0731 Construction of Windfarm, comprising 8 wind turbine generators up to 125m high, access tracks including access off public highways, a control and a maintenance building, crane hard-standings, cable trenches, anemometer mast up to 80m high (for a period of 25 years). Lilborne Fields Farm & Lilborne Lodge Farm, Yelvertoft.

d) Other Planning Matters

i) Draft West Northamptonshire Strategic Housing Land Availability Assessment. Two sites have been identified as potential development sites for over 10 houses.

Site Ref 89 Former Halfway Garage Site. It was agreed to respond stating this is an isolated site previously used mainly for employment purposes. It is considered part of the proposed and approved DIRFT 2 Employment Area and considered more suitable for that use than residential use.

Site Ref 90 – Located will beyond the village envelope and immediately adjacent to M45 Motorway. This site is considered unsuitable for residential development at this time as it would need extensive works for the delivery of services and drainage to this isolated area.

ii) WNDC Sustainability Manual –It was RESOLVED that KPC make no response.

The Meeting was closed to allow Mr Massey to give a summary of the information obtained from a similar case in Wales. Mr Massey was thanked for his work on this matter. Meeting resumed.

It was RESOLVED to approach Daventry District Council for a noise abatement order under s80 of the Environmental Protection Act in respect of Barby Sporting Club. A meeting to be arranged with DDC Environmental Health Department, to which Barby Sporting Club Representatives will be invited. Clk

9. Highways

a) General – Potholes need to be reported to Street Doctor Tel 0845 601 1113 or www.northamptonshire.gov.uk . All Councillors were asked to report any potholes they see. ALL

b) A5 matters

i) HGVs are parking in the Cemetery Lay By. The PCSOs to be asked to stop this. PCSOs

ii) PCSOs to be asked to stop people parking on pavements. PCSOs

iii) It was reported that a vehicle was parked dangerously outside the new houses on Main Street. The Developer to be contacted regarding the promised installation of a “Slow” flashing sign. Clk.

ii) A5/A361 Kilsby Roundabout Sponsorship – Cllr Dunn to obtain an estimate from S Hartwell for the cost of maintenance of the roundabout prior to approaching local businesses. RD

iii) Grit Bins. NCC have agreed that the Grit Bin in Manor Road is to be replaced and the bin at xx to be moved to yy.

iv) A request has been made by NCC to Warwickshire Stagecoach for a Bus Stop near the Red Lion on Main Street, a response is awaited.

10. Village hall No Report available from latest meeting.

11. Cemetery

a) It was agreed to increase cemetery fees to ensure they stay in line with C of E Parochial Fees.

b) It was reported that Councillors Cahill and Smedley have arranged a meeting with Mr Lee to discuss options for extension of the cemetery.

12. Rights of Way a) Report of any major problems with RoW – None.

13. Parish Plan Schemes for Implementation. It was agreed to discuss this at the next meeting.

14. Lights

a) Quotes for additional lighting were considered. It was RESOLVED to install a new light at the end of Essen Lane, and review the situation in 6 months with a view to installing another light if funds allow.

b) Cllr Penman agreed to check the Unmetered Electricity Inventory and inform the Clerk of any errors.

15. CCTV To be discussed at the next meeting.

16. Clerks Appraisal It was agreed that the Chairman should carry out the Clerks Appraisal.

Report from District Councillor B Lomax
a) Councillor Lomax congratulated the Council on obtaining Quality Status
b) The Council was advised that surveyors have been looking at the site access for 22 Rugby Road. This is probably in order to put an more acceptable planning application forward.

c) Litter Management. This is a huge problem and Councillor Catherine Lomax is following it up to ensure that litter is collected around the village.

d) Councillors B & C Lomax have persuaded Daventry District Council to continue with the Government subsidy for Bus Travel for Over 60s. This will only apply within the County. Cross border travel will be free after 9.30am.

It was pointed out that there are only two buses that go to Daventry and therefore remain in-county per week.

e) Mrs C Lomax has joined a task panel on the use of consultants as too high a proportion of the turnover is being spent on consultant fees.

f) Mr Lomax reported that the Housing Targets for Daventry District between 2006 – 2026 is 28278 new houses and flats, some of which have already been built.

18,000 houses will be built in or adjacent to the Ward, some of which are in Warwickshire.

The Lomax’s will continue to fight this and try to preserve the surrounding countryside.

g) The money lent by DDC to NCC is under investigation. Cllr B Lomax is continuing to look into this.
