KILSBY PARISH COUNCIL

Minutes of the Meeting of the Council held on 8th December 2009 in Kilsby Village Hall commencing at 7.45pm

Present: Councillors R Chamberlain (Chairman), M Cahill, W Clark, A Cole, R Dunn, E Taken, J Lathan, P Martin, C Smedley, Cllr V Penman arrived at 20.40pm. Clerk – Mrs Catherine Camp.

Also present 4 members of the public.

Apologies.  Apologies were accepted from Cllr C Mills and also received from PCSO L Humfress, District Cllrc B Lomax , and  District Cllr C Lomax.

1. Declarations of Interest – a) Personal. –Cllr M Cahill declared a personal interest in planning application DA/2009/0857 as the applicants are personal friends.

b) Personal and Prejudicial - None.

2. Minutes of the Meeting of 10th Nov 2009 were signed and agreed as a correct record of proceedings.

3.Matter Arising from minutes (f.i.o).

a) Website Update. Cllr E Taken will ensure items are in the correct format to go onto the website. Don Atwell has agreed to alter the layout and include items to ensure the Website is sufficient to fulfil the criteria for Quality Status. Mr N Gostick to keep the minutes up to date.

The Clerk asked that alterations to the website are in place by 4th January so that Quality Status can be obtained.

b) Quality Status - The Clerk has compiled the portfolio of evidence required for Quality Status. Cllr P Martin to proof read it for omissions. The portfolio is to be submitted to Northants CALC by 4th January and assessed by the panel on 11th January 2010. Cllrs Chamberlain and Cole to accompany the Clerk to the Quality Panel assessment on 11th January 2010.

c) Raising awareness of the Council

Cllr Taken took photos of each Councillor present for production of ID cards, and publishing on the website, to help people identify their Councillors.

The Clerk showed the Council the Logo on the Parish Headed note paper.

d) Parish Council Surgeries to be held bi monthly on Saturday mornings starting in February. The Clerk to compile a list of which two Councillor’s will attend each surgery.                                                Clerk.

e) Policing –Pro Logis have now agreed to fund two PCSOs and input £20K with Crick PC and Kilsby PC each contributing £5K. Phil Dunkley from Crick, Phil Martin from Kilsby and Sgt Valentine to meet bi-monthly to evaluate the scheme, which will be in place for an initial period of 15 months. If KPC is unhappy we must give 6 months notice to quit. A contract will be signed on behalf of the Council by the Chairman. A PCSO should be in place in early 2010.                                                                             RC

e) Update on installation of sign on Church Walk. Cllr Penman is installing this.                                  VP

f) Cllr Dunn reported that he had been unable to attend the Funding Seminar. Clk went!

The meeting was closed at 19.50 for comments from parishioners.

4. Environment

a) Tree Planting – It was RESOLVED to plant an Irish Yew in Church Walk. A discussion took place on planting further trees adjacent to the Mud Wall. The Clerk was asked to take advice on planting next to the mud wall before a decision is reached.                                                                                              Clk

b) The Tulip bulbs have been planted. Cllr Smedley was thanked for his help with this. It was RESOLVED to write to thank Kilsby Guides and Richard Curtis for obtaining the bulbs.                    Clk.

c) BT Broadband speed was acknowledged to be very slow. There are no plans to update the Crick exchange for at least 3 years. It was RESOLVED to raise this issue with BT, MP Tim Boswell, and contact Virgin about the possibility of bring fibre optics to the village.                                             Clk.

5. Correspondence

Ref 1 – Highway Leaflets to go in the shop

Ref 2 – National Litter Pick. Cllr M Cahill agreed to arrange this for the village.                                 MC

Ref 3 – The Council agreed to support a book festival in the parish.

Ref  9 – It was agreed to keep a light in the phone box, and add the cost to the annual lighting inventory.

d) Request for a grant from Kilsby Guides. This was agreed and a cheque raised.

e) The Clerk reported that payment by electronic methods are not legally possible at the moment, but both NALC and SLCC are trying to progress a change in legislation.

f) It was RESOLVED to repay the Public Works Loan in full as soon as possible.

g) Finalisation of Precept and Budget. It was RESOLVED that an additional £100 be added to the Election Fund to give a fund of £500

£1000 from the Parish Plan Implementation Fund by reallocated to PCSO Fund to give £2800

£1000 to be allocated to the Extension of the Cemetery

£640 to be left in a fund for Parish Plan Implementation.

£600 to be budgeted for Youth, rather than the proposed £400.

The PWLB Loan costing £3052 to be repaid in full from reserves, thus reducing the proposed precept from £37902 – 3052 = 34850    Plus an additional £200 towards youth = £35050

It was RESOLVED that the Council do precept upon Daventry District Council in the sum of £35050, to be paid in two instalments in April and September 2010 representing a decrease in precept of 1.8%.

Cllr V Penman arrived at 21.10. The finance committee were thanked for their work in presenting a proposed budget to the Council for agreement.

h) Daventry District Council have requested that the Parish take over some of their mowing.. The Clerk to cost the additional mowing, to ensure that DDC repay sufficient to cover the cost.                           Clk.

7.  Planning

a)  NEW APPLICATIONS

i) DA/2009/0857 Construction of detached dwelling and garage. Land to Rear of 22 Rugby Road.

Kilsby Parish Council wish to OBJECT to this application as it is outside the natural confines of the village. The access onto Rugby Road is not good. It is considered to be overdevelopment of the site.

The Council wish to retain the established orchard. A question was raised as to whether an Environmental Wildlife Survey has been carried out since it is thought  there is a pond on the site.

I view of the number of complaints raised by residents to this application the Council wish to request a planning committee site visit.

ii) DA/2009/0856 Remove tree subject of a Tree Preservation Order. 31 Hall Close. No observations.

iii) DA/2009/0830 Demolition of existing buildings.  Outline application. Former Midland Meat Parkers Ltd, Dockham Way, Crick, Northamptonshire, NN6 7TZ

Concerns were raised over increased HGV traffic on the surrounding road networks. It is felt that roundabouts and the infrastructure of the road network needs to be upgraded. If the District Council is minded to grant this application could this be requested as a condition?.

iv) DA/2009/0736 New commercial vehicle maintenance unit, offices, trailer parking for sale of trucks and trailers, access from A5 with exit onto A428 and Sales Officer (Revised scheme) Land Off A5/A428 Junction 18 of M1. Kilsby Parish Council consider this application to be dangerous since HGVs will have poor sight lines when they pull out onto a dual carriageway. It would be safer if both the entrance and exit to the site were onto the A5.

The Parish Council wish to OBJECT to this application due to concerns over increased traffic volume on this site. The Parish Council request that this application is heard by the Planning Committee as it forms part of large-scale on going development in the area, and traffic has increased significantly since permission was originally granted on this site.

b)  Decisions Awaited:

i) DA/2009/0801 Construction of a building for use for B2 and /or B8 purposes (Revision to building approved under DA/2009/0166 to include 5% increase in floor area)  Butchers Pet Care Ltd, Dockham Way, Crick. Decision awaited.

ii) DA/2009/0731 Construction of Windfarm, comprising 8 wind turbine generators up to 125m high, access tracks including access off public highways, a control and a maintenance building, crane hard-standings, cable trenches, anemometer mast up to 80m high (for a period of 25 years). Lilborne Fields Farm & Lilborne Lodge Farm, Yelvertoft.

c)  APPROVALS or REFUSALS

i) DA/2009/0350 Construction of a Windfarm. Yelvertoft.  Application Refused.

d) OTHER MATTERS

Barby Sporting Club – the testing of noise levels is continuing and dialogue will continue. The bunding has not started as the Sporting Club are being asked to sign an agreement that they will reinstate Barby Lane to A1 condition. They are not prepared to do this. It was agreed to review testing results in January.

8.  Highways

a)  General

i) NCC has a budget for Road Sign cleaning and Improvements. Cllr Dunn agreed to carry out a survey of road signs that are dirty, broken, or missing to submit to NCC for action.

ii) NCC has agreed to resurface the Village Hall Driveway – date to be advised.

iii) Adoption of Red Telephone Box. – It was RESOLVED to keep the lighting to the box, and add it to the street lighting inventory.

iv) DDC do not own Butts Lane. KPC agreed to investigate registering it themselves. It was suggested that all open spaces ought to be registered. It was proposed that this be considered by the Planning Committee. The Clerk to check the title deeds of the Village Greens and progress.                         Clk

v) The Clerk was asked to purchase 2 new litter bins for the Recreation Ground, and check by laws on dogs in the Recreation Ground.

vi) A request was made for the Bus to stop somewhere near the Red Lion so that people can board the bus from either end of the village. The Clerk to investigate this request.                                                 Clk.

b)  A5 matters

i)  Report of any new problems

ii) A5/A361 Kilsby Roundabout Sponsorship. Cllr R Dunn to approach businesses to see if they are prepared to sponsor the roundabout, and discuss the likely cost of maintenance with S Hartwell.   RD

9.  Village hall No report was available.

10.  Cemetery a) Cllrs Smedley, Cole, Dunn and Cahill to assess whether it is feasible/sensible to allow further trees to be planted within the Cemetery.                                                                CS/AC/RD/MC

11.  Rights of Way a) Report of problems with RoWs to be forwarded to the Rights of Way Officer NCC

12.  Parish Plan Schemes for Implementation Cllr Smedley agreed to talk to Tim Rose, about the Parish Plan and what is felt to be the priorities. This to be discussed at the next Parish Council meeting. Agenda.

13. Lights Cllr Penman reported that faulty lights have been reported to the relevant bodies.

14. Dates for Bi-Monthly Surgery It was agreed to hold surgeries from 10 – 11am on the Saturday following the Parish Council meeting bi-monthly starting in February. Clerk to compile an attendance list for Councillors when she is aware of their availability.                                                                           Clk.

APPENDIX Public Participation Tuesday 8th December 2009


  1. No Reports from District Councillors who are away on holiday.
  2. Mr Bridges address the meeting and requested that a Yew tree be planted in Church Walk to help protect Church Walk against future planning applications for access into Church Walk.
  3. BT Broadband provides a very poor service in Kilsby as residents are getting speeds of 1 -1.5 Megabytes rather than 3 -4. It is understood that this is due to the distance from the Crick exchange. The Council was asked to lobby for the speed to be improved.
  4. A parishioner asked that the Councillors considered the budget increase carefully in light of the current financial climate.
  5. A comment was made with regard to the proposed development to the rear of 22 Rugby Road. It was pointed out that this application is outside the village envelope, and that it would be more sensible if the access was on the other side of 22 Rugby Road.
  6. It was brought to the attention of the Council that there is a water leak flooding the bridle way.
  7. It is 171 years since Kilsby Tunnel was built. There is now a new high speed rail link proposed from London to Birmingham. The Council were asked if they could find out how this will impact the village and what the village can stand to gain from it. Will it involve enlarging the tunnel?
