KILSBY PARISH COUNCIL
Minutes of the Meeting of the Council held on 8th September 2009 in Kilsby Village Hall commencing at 7.45pm
Present: Councillors R Chamberlain (Chairman), Mr M Cahill, Mrs A Cole, R Dunn, J Lathan, C Mills, P Martin, Clerk – Mrs Catherine Camp. Also present – District Councillors Mr B Lomax and Mrs C Lomax and County Councillor R Brown and 1 member of the public.
1. Apologies. Apologies for absence were received from, Cllrs Clark, Penman and Smedley. Cllr C Mills and C Lomax arrived late.
The Chairman welcomed everyone to the meeting.
The meeting was closed at 19.50 for comments from parishioners and a report from District Councillor.
Public Participation (Notes to be published as Appendix) the meeting reconvened at 8pm.
2. Declarations of Interest –
Cllr B Lomax declared that he is a member of DDC Planning Committee.
Cllr R Chamberlain declared an interest in quotes for work carried out by S Hartwell.
3. To confirm Declaration of Acceptance of Office by Mr Smedley
Mr Chales Smedley has signed the declaration of acceptance of office, agreed to abide by the Code of Conduct and completed a register of interest and is therefore able to participate as a Councillor, unfortunately he had sent apologies to this meeting.
4. Minutes of the Meeting of 14th July and 18th August 2009. These were signed as a true record.
5.Matter Arising from minutes (f.i.o).
a) The Clerk reported that the Annual Report of the Council had been printed in the K Kronickle. b) It was reported that the Recreation Ground trustees have had 3 quotes for work to the tree backing onto Hall Close. Mr David George is investigating whether it can be trimmed or whether it needs to be removed completely.
6.Policing
a) Cllr R Chamberlain reported on a meeting with Pro Logis on 3rd August. (Summary attached)
RC said that as Freeholders he felt that Pro Logis were probably not prepared to finance any of the policing costs but would pass the cost onto their tenants in the maintenance fee. He will continue to have dialogue regarding HGV movements and asked that Cllrs Lathan, Cole, Chamberlain, Dunn and Martin get actively involved with traffic issues as agreed in July. Cllrs.
Cllr Cole suggested that Pro Logis Senior Managers should be asked to drive along the routes taken by HGVs from the site.
RC agreed to obtain email addresses from Pro Logis for the tenants at DIRFT. RC / C Mills
b) It was agreed to hold a referendum to see whether parishioners are prepared to pay for an extra PCSO. It was agreed to collect reply slips from each house during the first week of October. Item 1 – Emergent Joint Core Strategy for West Northants. Cllr Lathan reported that the document is not reflective of the area. Page 44 talks about improving A361 both north and south. This will not decrease HGV traffic.
Page 27 talks about bringing high levels of employment to the area but there are no strategies for attracting employers.
Page 22 has insufficient commitment for affordable housing.
There is no general policy on windfarms or any commitment to provide facilities for HGVs despite a proposed increase in warehousing. The questionnaire is loaded.
Cllr J Lathan agreed to send in a response on behalf of Kilsby PC J Lathan
Item 8 – School Admissions. It was agreed to support a choice for Kilsbys children. Cllr J Lathan agreed to attend the meeting and speak to defend the right of a choice of education. J L
Item 9 – It was agreed to purchase the red phone box for £1.
Item 10 – Cllr Cahill and the Clerk attended the Landfill site meeting. It is on schedule for complete closure in March 2010 but there may be a delay in covering the site with top soil due to problems in obtaining top-soil.

d) Cemetery Management Course 7th October at Staverton Park cost £95. It was agreed that the Clerk should attend.
e) The Clerk reported that additional information has had to be forwarded to the External Auditors. This was approved by the Council.

9. Planning
a) APPLICATIONS
i) DA/2009/0638 27 No. free-standing single-sided signs comprising of 9No. illuminated and 18 No. non-illuminated. DIRFT Danes Way, Crick. The Council had no objections but wish the lights to be turned off at night or covered to give minimal light pollution.
ii) DA/2009/0620 Construction of a Windfarm with 5 Turbines. Land adj to Watford Lodge Farm, West Haddon Road, Watford. All construction to be routed through West Haddon. It was agreed that there was no coherent policy on Windfarms in the area.
Outstanding Appplications.
iii) DA/2009/0457 12 Malt Mill Close, Kilsby. Insertion of two front dormers and rear rooflight to form rooms in roofspace. Decision awaited.
iv)DA/2009/0458 3 Postle Close, Kilsby. First floor side extension including single storey rear extension. Decision awaited.
v)DA/2009/0350 Construction of Windfarm comprising 8 wind turbines up to 125m high, access tracks including access off public highways, control building, crane hardstandings, cable trenches (for a period of 25 years). Decision awaited.
b) APPROVALS or REFUSALS
i) DA/2009/0407 Enlarge front porch, single storey side extension, conservatory to rear and pitched roof to garage. 4 Postle Close, Kilsby. Approved.
c) OTHER PLANNING MATTERS
i) West Northamptonshire Development Corporations’ Review consultation. – John Lathan on meeting of 18th June had been unable to attend this meeting.
d) BARBY GUN CLUB
i) It was reported that the next lot of measurements are scheduled shortly.
ii) Discussion over the measurement process and whether known gun/cartridges are being used to give consistent noise measurements. The Chairman assured the Council that the Environmental Health Officers, Noise Consultant and Ian Massey had all discussed at length how to obtain consistent measurements.
iii) Building work on the bunding has been delayed as they are having trouble sourcing top-soil and the Highway Authority has concerns over vehicle access.
e) AIRCRAFT NOISE
The Clerk was asked to find out whether Kilsby is classed as a congested or uncongested area in terms of flight paths. DIRFT is used as a visual landmark. Clk
10. Highways
a) It was reported that the A5 roundabout is rutted. This has been reported. RD
b) Parish Enhancement Gangs have been established. Details to be passed to R Dunn.
c) Details of changes to the Highways Agency area to be passed on to R Dunn.
d) Concerns were raised over diesel on the A5 roundabout making it slippery.
e) The Clerk to chase up the paperwork for adoption of the A5 roundabout.
11. Website It was agreed that the website should be furnished by lots of different village groups and have fresh content. The current website allows people to have a Kilsby village email address. Cllr Mills proposed that the existing website be kept. This was seconded and agreed. Cllr Taken to ensure that the website is kept up to date and to liaise with the technical support volunteer. ET
13. Village hall Cllr Mills reported that following the fire the carpet has been replaced, and the Kilsby Room redecorated. The perpetrators have not been caught.
The chestnut tree has been removed and the sewer pipe will be repaired shortly.
14. Environment
a) Sign for Church Walk- Cllr Chamberlain has spoken to the Vicar and confirmed that the original request to deal from the verges came from the church. The intention of the sign is to prevent the majority of able bodied people parking on the verge. The Vicar to discuss the matter with PCC next week.
b) A “pedestrian only” sign is required at either end of Hall Close footpath. Clk.
b) Letter received from NCC Coordinator for Parish Path Wardens offering support.
c) Cemetery – (i) Garden Graves. The Clerk reported that there are 8 graves that do not comply with the cemetery rules and that this is making it difficult to cut the grass and provides a hazard for disabled access. The addresses of relatives of 4 of the graves has

been found. Cllr Mills agreed to put a note in Kilsby Kronickle regarding this and the Clerk to take advice at the Cemetery Management course. CM / Clk.
(ii) Quote for top soil to level graves. Cllr VP to advise at next meeting.
d) Additional Grass Cutting outside Council Houses, Rugby Road. It was proposed by MC, seconded by PM that this grass be cut, and the cost recharged to DDH. Clk

APPENDIX Public Participation Tuesday 8th September 2009
Mr Bill Bridges explained that he has been in discussion with Mr Venton, Landscape Planning Officer at Daventry District Council regarding the transfer of preservation orders to trees on Church Walk. Originally there were 9 Elms with TPOs on them. These died and the Parish Council replaced them with a rowan and 2 yew trees. Mr Venton has agreed that the TPO can be transferred and will confirm this is writing.
Mr Bridges said that he would like an additional tree to be planted between the holly and the rowan as people drive on the verge and generally do not respect the listed wall of Church Walk.
District Councillor Brian Lomax reported on the following:-
Cllr Lomax said he was happy to pursue the matter of TPOs with Mr Venton if the necessary confirmation was not forthcoming by letter.
Cllr Lomax reported that the District Council has just returned after a months recess. The Scrutiny Committee is now called “Scrutiny and Improvement” and this examines area where things can be improved.
Cllr Lomax has belonged to the Communications panel, young peoples’ panel which promotes local services and produced a gazetteer for children and young people. He is also involved with the Financial Services and Finance task panel which monitors the budget, and will try and improve the way they arrive at the budget. He hopes that services can be protected.
At the moment Cllr Lomax is involved with reviewing the transfer of Housing stock and is trying to make sure that tenants are not losing out in the process. The Housing Association keeps 100% of the rents, rather than 50% kept by DDC but there have been increased complaints about the time it takes to get repairs done.
County Councillor Robin Brown
Cllr Brown has taken over the role for Health and Adult Services. The demand for the service for vulnerable people is increasing but the available money is reducing.
Cllr Brown said he still has an empowerment fund and there is £3,000 available for Kilsby should they wish to use it.
Shared PCSOs – in the past he has spoken vociferously against double taxation but local investment in policing may be a better way forward if the local electors are prepared to pay for additional services.
Cllr Brown explained that NCC is member led in terms of where the money is spent. There will be a further round of job losses and duplication between the County, Borough and District Councils needs to be reduced.
NCC has 73 Councillors of which 56 are from one party so the scrutiny process is very important.
Cllr R Brown and B Lomax left the meeting at 20.25pm. Cllr C Lomax arrived at 21.45pm.
District Councillor Catherine Lomax
Cllr C Lomax reported on Rugby Core Strategy. DDC Officers have responded and their comments will be agreed by the members shortly. There is concern that Rugby’s growth will impact on Daventry and the surrounding villages. Traffic increases will have an adverse effect.
Cllr Chamberlain asked Mrs Lomax to invite the Council members to visit Kilsby to see their traffic problems first hand.
The consultation period for West Northants Development Corporation has been extended to 30th September. Of the scheduled housing for West Northants of 11-13,000 houses, roughly 1000 will go to rural areas. One line of thought is that there should be key settlements which take the bulk of this development such as Long Buckby and Moulton, however one of the criteria for selection of development sites is a village with a school. Not all villages with schools have any other facilities sufficient to support growth. Daventry has insufficient school places with local village primary schools being topped up by children from Daventry.
DDC is busy pursuing the possibility of 15% cuts throughout. A council of 38 members having 350 staff, 4 corporate directors and 15 corporate managers seems excessive.
