KILSBY PARISH COUNCIL

Minutes of the Meeting of the Council held on 14th July 2009 in Kilsby Village Hall commencing at 8.10pm (due to a fire in the Village Hall)

Present: Councillors R Chamberlain (Chairman), Mrs A Cole, Ms W Clark, R Dunn, J Lathan, C Mills, P Martin, V Penman, E Taken, Clerk – Mrs Catherine Camp. Also present – District Councillor Mr B Lomax and 12 members of the public.

1. Apologies. Apologies for absence were received from Cllr M Cahill, and Mr C Smedley.

the meeting was closed at 20.15 for comments from parishioners and a report from District Councillor.

the meeting was reconvened at 20.45.

2. Declarations of Interest

Cllr E Taken declared a personal interest in planning application DA/2009/0458.

Cllr C Mills declared an interest in matters relating to DIRFT as she works for Exel at DIRFT.

Cllr B Lomax declared that he is a member of DDC Planning Committee.

3. To confirm Declaration of Acceptance of Office by Mr Martin

Mr Phil Martin signed the declaration of acceptance of office, agreed to abide by the Code of Conduct and completed a register of interest and is therefore able to participate as a Councillor.

4. To Sign and Approve Minutes of the Meeting of 9th June 2009. These were signed as a true record following removal of cheque number 2134 which is a duplicate payment.

5.Matter Arising from minutes (f.i.o).

a) Clarification was asked for over the “No Parking” sign to be erected in Church Walk. The Chairman explained that the sign was to help prevent damage to the verge and he understood that the complaint about the verge had come via the PCC. The Chairman agreed to discuss the matter with Fiona Gibbs and the Reverend Beresford. Action RC

b) Annual Report has been produced, displayed on the notice board and printed in KK.

6.Policing

a) Consideration of a shared PCSO between Crick/DIRFT/Kilsby. After much discussion, 3 Councillors were in favour of contributing £5000 to the scheme to provide 2 additional PCSOs. 3 Councillors were against paying for policing twice both via the rates and via private finance. 2 Councillors were prepared to try the scheme for a year but had reservations.

Councillor Dunn proposed that KPC wait to make their decision until after Cllr Chamberlain has met with the MD of Pro-Logis to clarify how much Pro-Logis are prepared to contribute to the scheme, whether the additional PCSOs will be restricted to policing of DIRFT 1 or whether their area will expand as DIRFT expands, and how long KPC will be tied into the scheme for. This was seconded by P Martin and agreed.

Following the meeting with MD of Pro-Logis on 4th August the Councillors agreed to hand deliver slips to the parishioners to ensure they are happy for KPC to proceed.

b) Sgt Valentine and Cllr Dunn have viewed HGVs on the roundabout leading to Royal Mail depot at 8am to assess the problems that can occur. Sgt Valentine to arrange for white lining to be improved and trees to be cut back since they are obscuring the road signs.

Councillors B and C Lomax left the meeting at 21.45.

7. Correspondence

Item 8 was passed to Cllr Mills for inclusion in Kilsby Kronickle.

Item 16 – It was agreed that Cllr Martin should attend at a cost of £11.

Item 20 – with reference to a complaint of smell from the landfill site, Biffa stopped turning the compost during the very hot weather as this was exacerbating the smell.

Item 2 – The Clerk reported that the landfill site has stopped taking rubbish, and is now only receiving green waste and is on target to be completely closed by March 2010. Final top finish on the site may be delayed if they cannot source sufficient top-soil.

d) It was proposed by Cllr Clark, seconded by V Penman and agreed to carry our a permanent repair to PL 54, 12 Smarts Estate at a cost of £384.

10. Planning

a) APPLICATIONS

i) DA/2009/0457 12 Malt Mill Close, Kilsby. Insertion of two front dormers and rear rooflight to form rooms in roofspace. The Council had no objections.

ii)DA/2009/0458 3 Postle Close, Kilsby. First floor side extension including single storey rear extension. The Council had no objections.

iii)DA/2009/0350 Construction of Windfarm comprising 8 wind turbines up to 125m high, access tracks including access off public highways, control building, crane hardstandings, cable trenches (for a period of 25 years). Decision awaited.

b) APPROVALS or REFUSALS

i) DA/2009/0407 Enlarge front porch, single storey side extension, conservatory to rear and pitched roof to garage. 4 Postle Close, Kilsby. Approved.

c) OTHER PLANNING MATTERS

i) West Northamptonshire Development Corporations’ Review consultation. – Cllr John Lathan reported that WNDC were prepared to come and explain the Design statement consultation to the parish if Councillors wished. It was agreed to request this. JL.

ii) Rugby Radio Mast site proposals – report from RC/AC/JL

Cllr Lathan thought the meeting was very vague with no clear idea on the number of houses or the transport links that are likely to be built. He is doubtful that Kilsby will be consulted since we are not within Warwickshire.

Cllrs Chamberlain and Cole also attended the Radio Mast site information weekend. The decision to build has already been made by Rugby but with no detail. The building will overlap with building of DIRFT 3. There seems to have been no thought given to the road system, although they seem to think all traffic problems will be solved by an express roadway. They plan to take the rail link over the A5 to serve DIRFT 3.

All other ex-BT sites have been turned back to green belt.

It was agreed that the Clerk would write to the CEO, Rugby Borough Council to ensure that Kilsby is included in consultation on planning applications on the site.Clk

The traffic impact will be the biggest problem for Kilsby. Pro Logis are using a 2001 traffic survey to base their traffic calculations on. The Chairman said that KPC need to try and downgrade the A361 and get a weight limit put on “The Ridgeway” to try and force HGV traffic to say on the A5 or the Motorway network.

It was agreed to “Spearhead” a campaign to get traffic out of Kilsby. Cllrs Cole, Lathan, Chamberlain, Dunn and Martin to move this forward.

A note to be put in KK regarding the BT Mast site and the extension to DIRFT, asking residents to write to RBC to ask that Kilsby is consulted on the planned development.

iii) Review of West Northants Development Corporation to be discussed in September. Cllr Lathan to pass comments to the Clerk on behalf of the council for response. JL

iv) The Planning Committee members asked that planning applications be brought to a separate meeting rather than the main Council meeting where possible. Clk to action.

11. Highways

a) It was agreed to spend up to £100 on a new bin liner for the Green. Clk

b) Papers have been ordered to allow Kilsby to sponsor the A5 roundabout.

c) Parish Enhancement Gangs. It was agreed to pass on Highway Rep details to NCC.

d) Details of changes to the Highways Agency area have been received.

e) A salt bin has been arranged for siting near the school, Manor Road. The Clerk to ensure that the old bin is removed asap. Clk

f) It was brought to the attention of the Council that the Rugby bus is not stopping at the Malt Mill Green stop. Clk to investigate.

12. Website To consider whether to establish an independent Parish Council site.

Cllrs Chamberlain, Taken and Cahill met to discuss the website. It was agreed that Cllrs Cahill and Taken would be responsible for regularly updating the Parish website with up-to-date Parish Council information. Councillors were asked to look at the website and decide what they want on it. It was pointed out that it is not being kept up to date at present.

The Clerk explained that the Council needs to be able to put up to date information on the village website to fulfil requirements for Quality Status. Cllr Phil Martin agreed to help achieve Quality status and support the Clerk in this. PM/Clk

13. Village hall Cllr Mills reported that the Village Hall committee had agreed to repaint the Kilsby Room. The sewer which has been damaged by tree roots is unadopted so village hall will have to pay £1500 to line the sewer to repair it.

The Clerk was asked to provide Cllr Mills with details of a tree surgeon. Clerk.

14. Environment

a) Sign on A5 Bridleway has been reported to Carillion.

b) Installation of sign for Church Walk. Cllr Chamberlain to speak to the PCC. VP/RC

c) Footpath Warden – letter received.

d) Application for Environmental Improvement Grant from DDH. It was agreed to request a grant towards grafitti removal and an additional rubbish bin.

e) Smoking Related Litter Campaign from DDC

f) Maple/Sycamore tree in Recreation Ground near 29 Hall Close. The Recreation Ground trustees to obtain quotes to reduce the height and breadth of the tree. RD

g) Additional litter collections on A5 have been arranged.

h) It was agreed to see if Councillor Robin Brown would support the purchase of traffic mirrors using the empowerment fund money. Clk

15. Lights

a) Replacement of PL5 between 18-20 Daventry Road has been ordered.

APPENDIX Public Participation Tuesday 14th July 2009

1. Query raised over the Church Walk “No Parking” sign. See Matters Arising.

2. Questions were raised over contributing to 2 PCSOs. RC explained that Kilsby are being asked to contribute £5,000 with Crick also contributing £5,000 and Pro Logis contributing £20,000. Kilsby PC has written to Crick to ask if the cost can be shared pro rata. At the meeting held with Pro Logis, Crick and the Police, Pro Logis indicated that they did not expect the PCSO to spend 2/3rd of their time at DIRFT. Councillor R Chamberlain will meet with the MD of Pro Logis on 4th August to discuss DIRFT 2 start date and the release of the s106 money, but will also discuss the PCSO scheme, in the hopes that they might fund it in total.

It was noted that local Business Parks pay business rates which go straight to Central Government, therefore the PCSOs should only police those parks which have contributed.

It was felt that the Parish Plan proved that people wanted more visible policing which was felt by some to be a mandate for added contributions via the rates to pay for PCSOs

There were some concerns that if the parish paid for private policing then the regular PCSO would spend less time in Kilsby. Police Sgt had said this would not happen.

It was suggested that if KPC go ahead and contribute to the scheme, a regular meeting of the partners should be established to monitor the service provided.

District Councillor Brian Lomax reported on the following:-

i) Welton Parish Council has carried out a traffic survey showing 13.48% HGVs are using the “C” road at the bottom of the village of Welton, compared to the National average of 9%.

ii) Councillor Lomax reported that he had attended the Parish and Town Council meeting and presented the HGV figures to them to make people aware that extension to DIRFT will increase these levels. He stated he will work hard to ensure that the villages in the ward retain their character and green belt around them.

Mr Lomax was congratulated by the Council on being award OBE for services to football.

District Councillor Catherine Lomax reported that Kilsby face huge challenges from expansion of DIRFT as DIRFT 3,4,5 & 6 are now being proposed.

The joint core strategy for Northamptonshire includes expansion of Daventry over the canal and up to the boundary with Welton. The pressure upon the road network is a huge concern. A recent Health Report for Daventry cites Daventry as lagging behind on child obesity and road traffic accident rates. This will only get worse.
