KILSBY PARISH COUNCIL
Minutes of the Meeting of the Council held on 7th April 2009 in Kilsby Village Hall commencing at 7.45pm
Present: Cllrs R Chamberlain (Chairman), Mrs W Clark, R Dunn, J Lathan, V Penman,
E Taken and C Mills. Clerk – Mrs Catherine Camp.
Also present –County Councillor R Brown, District Councillors Mr B Lomax and Mrs C Lomax.
Mr Ian Massey, 2 members of the public.
The Chairman opened the meeting and welcomed all those present.
Apologies for absence were accepted from Councillor M Cahill. Sgt P Valentine.
Councillor Brown, Councillor B Lomax and C Lomax said that they would have to leave the meeting early.
1. Declarations of Interest for items on the agenda None.
2. Minutes of the meeting of 10th March 09 - were agreed and signed as a correct record.

3. Rights of Way
a) Possible encroachment onto the Highway verge at Malt Mill Close. It was agreed that Councillors R Chamberlain and R Dunn would visit the site to look at the fence, speak to the previous chairman about the matter, and report back to the next PC meeting so that KPC can make a decision over whether the Council will support purchase of the land from NCC. RC/RD
b) Butts Lane. Response from Land Registry about ownership is awaited.
4. Vacancies on the Parish Council A by-election has been called to fill the seats. The Clerk explained the procedure and basic cost implications to the Council. A date for the by-election will be set by Daventry District Council.
5. Policing
a) Junction 18 Security Forum Meeting – Sgt Valentine has not contacted Cllr Dunn.
Sgt Valentine sent a report of the first DIRFT managers meeting held on 19th April. - “The meeting was well attended and a number of positive actions came from it, one of which was to improve signage on the estate itself. Phil Dunkley (Crick PC) attended and spoke about the potential of partnering DIRFT in sponsoring a dedicated PCSO for the area - this is currently being explored by DIRFT.”
b) Sgt Valentine and Cllr Dunn have arranged to view HGVs on the roundabout leading to Royal Mail depot at 8am to assess the problems that can occur. – to be arranged. R Dunn

7. Finance
a) Financial Security – Concerns had been raised over the financial stablility of the Bank of Ireland. All funds from the Bank of Ireland, apart from the most recent interest, have been transferred to the Nat West Account. It was agreed to close the Bank of Ireland account.
It was agreed to split the reserve money into another account. The Clerk to bring 3 alternatives to the Council with their relative interest rates.
b) Overall financial state. At 31st March 09 the financial state of the Council was as follows:
Bank of Ireland £8.58, Nat West Reserve Account £8156.00, Nat West Current Account £19125.00, with unpresented cheques totalling £126.99 making a total balance of £ 27162.59
c) A question was asked over the income query of £148 raised at the last meeting. Cllr Clark has asked the bank to investigate, and it is made up of 2 cheques. Details awaited.
d) Public Lamp 6 on A361 needs a replacement lantern. Proposed by C Mills, seconded by R Dunn and agreed that this work to be authorised.
e) Letter received from E.ON with a quote to replace a street light due to accident damage. The Clerk to check if street lights are included on the Insurance policy and pursue if possible. If not insured, the clerk to check the cost of having them insured.

Cllr R Brown left the meeting at 21.00pm.
8. Planning
a) APPLICATIONS
i) DA/2009/0186 Construction of building for use as cattery. Malt Mill House, 25 Malt Mill Close. KPC made the following observations. The application will lead to an increase in traffic movements which was raised as a problem. There is insufficient parking for a business premises.
ii)DA/2009/0166 Construction of a building for use for B2 and/or B8 purposes with ancillary offices, parking areas and landscaping together with creation of new vehicle access. Butchers Pet Care Ltd, Dockham Way, Crick. NN6 7TZ. KPC did not wish to comment on this application
b) APPROVALS or REFUSALS None
c) OTHER PLANNING MATTERS
i) Caravan Site on Bridle Way to Crick. The Enforcement officer has visited the site. It was proposed that a letter be sent to the Enforcement Officer stating objections to the site being used as a temporary caravan site. It is very dangerous pulling out onto the A5.

The Clerk advised that a record should be kept of when and how many caravans are on the site, and when rubbish is burned.
ii) Barby Sporting Club Noise Monitoring. The Chairman thanked Ian Massey and Cllr C Lomax for they work in setting up a meeting and getting noise monitoring sites agreed.
Villagers may set up a separate action group. KPC need to continue with a formal minuted diaglogue.
iii) Report on sites for trees to screen DIRFT II. Cllr Lathan has spoken with the nearest resident who is happy to have trees planted as a screen. Kilsby House would also like trees as they have a light pollution problem caused by DIRFT. Trees to be planted on the edge of the railway. The Clerk was asked to contact DIRFT II and request planting at the edge of the Crown Land to mitigate light pollution.
iv) Report on the progress of the planned traffic survey on A5/A361 – Cllr Lathan reported that 17.33% of traffic counted was HGVs. Clerk to raise this with John Trimble NCC.
It was noted that one cyclist was recorded despite £250K being spent on a cycle path to DIRFT. This path is now growing grass. Clerk to bring this to the attention of NCC Highways.
Cllr Lathan agreed to take the survey results to the next A361 meeting.
v) East Midlands Regional Plan: Partial Review from WCC This shows extraction of minerals in Warwickshire. KPC agreed to send a response stating that they are concerned over increased HGV movements in light of the recent survey results. There are no lorry parks, and no 7.5 tonne weight limits proposed to deal with the increased traffic. There seems to be no strategy in place to deal with HGVs.
Cllr Rob Chamberlain left the meeting at 21.00. The meeting continued under the Chairmanship of Cllr Reg Dunn.
9. Highways
a) General
i) Community Speed Watch – insufficient signatures have been obtained to proceed with this scheme. The Clerk to contact Crick to
ii) It was agreed to request Amenity Weight Restriction Parish Safety Boards.
iii) At the top of Kilsby Road as you leave Hillmorton there is no derestricted sign.
iv) Cllr R Dunn agreed to attend the “Way Forward” meeting on Highways on Thurs 23 April.
b) A5 matters
i) Report of any new problems. The roads still have potholes following the bad weather. It was agreed to report the surface of the Motorway bridge between Barby and Kilsby. RD
c) Feasibility study for improvements using s106 funding to be chased up – R Dunn
10. Village hall Nothing to report.
11. Environment
a) Details of Fly Tipping in the A5 layby have been obtained. To be passed on to DDC. Clk
b) Concerns were raised over the number of posters attached to telegraph poles around the village. Cllr Mills to put an article in Kilsby Kronickle asking people to take them down. This also to be raised at the Annual Parish Meeting. Clk.
b) Sign for Church Walk has arrived, but fixings are required. Clerk to chase these up. Clk.
12. Lights
a) Lighting in Kilsby Churchyard – to consider quotes for installation & funding of security light. The Electrician requires access to the church to give a quote. Cllr Penman contacted Gill Mason who was under the impression that KPC were going to wait to see the benefits of the new light with a longer bracket before going ahead with security lighting. This to be discussed by the PCC to decide the way they wish to proceed.
b) It was reported that the A5 lights are now dealt with as a group and consequently may take longer to be repaired.

APPENDIX
a) Ms Jayne Wood, 2 Malt Mill Close asked whether Kilsby Parish Council had any objection to her purchasing the land which may be considered as encroachment. She requested this in writing. She said that the fence had been there for 18 years and why had no one asked her about it before?
b) Mr Massey gave a report on the agreed dates and way of noise measurement from Barby Sporting Club. Cllr Rob Chamberlain to visit Danetre Farm to ask for permission to use the farm as a measuring site.
c) Mr Massey reported that he had found a case of a Welsh Community Council who had a very similar noise nuisance problem, but where the District Council took a very different attitude to Daventry.
Report from County Councillor R Brown:
a) Councillor Brown reported that the Bus will run clockwise between the villages from 31 May 09.
b) Road Freight review is reaching its final stages. NCC have put a case forward to Central Government to look at business rates which are worked out on m2 basis and so are unfairly weighted against logistics parks.
c) NCC have provided £500,000 to fund PCSOs. Local police are hoping Parishes will contribute to funding of PCSOs but this has already been paid for out of local taxes.
d) Grammar School admissions policy. – WCC, after consultation, have agreed to alter the priority for admissions with 50% weighting coming from within the 10 mile radius.
Report from District Councillor B Lomax.
a) Cllr Lomax was pleased to take part in the traffic survey and hopes that the finding will lead to policy that alleviates the problems of heavy HGV traffic through villages.
b) The roads are in very poor condition after the winter weather. The Council were asked on their views on having a 20 mph limit within villages. It was agreed to discuss this issue at the next meeting.
c) District Councillors Surgery will be held on Thurs 21st May from 6.15 to 7.15pm in Kilsby Village Hall.
d) Joint working between DDC and South Northants has been discussed. If they did merge the operational costs will not significantly reduce, and it is felt that it will take services further away from the people.
Report from District Councillor C Lomax.
a) Following the meeting on a joint merger with South Northants, there is no doubt that due to financial pressures there will be far more working together and looking at different ways of delivering services. The Task Panel will be reporting and Mrs Lomax will update the Council.
b) Choice Based Lettings (“CBL”) is a Government requirement and has to be operational by 2010. With the old system, the person at the top of the housing list was awarded a house based on points. Under the new system a “bid” for a vacant property is put in, and the house is allocated to the bidder with the most points. Properties are to be advertised via the internet and other means. It is supposed to be a more simple system which allows people to be more active. You can stay on the waiting list without penalty if you do not choose to bid for a house. The vacancy rate, and the numbers of housing stock will stay the same and the current housing stock is not sufficient. There is a turnover of 250 houses per year but 2000 people on the waiting list. There are also some concerns about accessibility of the list, as not everyone has access to the internet.
